NIFC Hardstand Repair Solicitation Number 140L3724R0002

CONTRACTOR QUESTIONS GOVERNMENT RESPONSE

1. Drawing G002 General note 1 – please confirm no permits are required for this work

1. It is anticipated that a Construction General Permit from the Idaho Department of Environmental Quality (DEQ) will be needed to document stormwater discharges to the hardstand catch basins, which discharges into a regulated waterbody.

2. Drawing G002 General note 2 – please confirm work should conform to project drawings and specifications and not to the ISPWC

2. The contractor will follow/adhere to the requirements of the ISPWC when referenced by the project specifications/drawings.

3. Drawing G002 General note 11 – please confirm no record drawings are required for this project

3. Record drawings reflecting the work performed are a requirement of this project.

4. Preformed compression joint seal note 3 – please provide a recommended or basis of design product spec which meets both ASTM D2628 and

USACE CRD‐C 548

4. D.S. Brown Delastic® Preforemed Pavement (Compression) Seals meet both of these requirements.

5. Concrete note 1 – utilizing a ready mix concrete via truck and chute on such small patches while maintaining max slump and air content may prove to be very challenging and require multiple trucks sent back for not meeting strict design requirements. Please confirm if a quickrete 5000 high early strength concrete bag mix or equal would be acceptable.

5. The concrete product must meet the spec.

Contractor may use a bag mix so long as they can provide documentation showing that their bag mix of choice plus any aggregate or additives they intend to add results in a mix that meets or exceeds the requirements put forth by ISPWC Section 703 for Class 4000A with ¾” aggregate.

Product submittal review will be done after the project is awarded.

6. Concrete note 5 – states that vehicles shall be kept off the hardstand until concrete has reached 28‐day strength. This would entail maintaining barriers around the hardstand after all work is completed. If that is the case, could you please adjust the total period of performance to 90 calendar days?

6. Heavy aircraft loads must be kept off the hardstand until the 28‐day strength is met.

Period of performance must remain at 60 days.

Cure time shall be incorporated into the construction schedule.

7. Concrete crack repair note 3 – states that we are to sandblast the cavity and immediate surrounding area. Please confirm that high psi air cleaning will be acceptable.

7. Sandblasting may be substituted with conditioning the concrete surface with both a steel brush and high‐pressure compressed air.

The steel brush is used to remove scaling and loose concrete.

8. Concrete crack repair note 5 – states to use expanded polystyrene to maintain joint width adjacent to the concrete repair. Please confirm it would also be acceptable to re‐cut the joint after concrete patch has cured to maintain accurate joint width.

8. Re‐cutting the joint to the maximum depth the replaced concrete infiltrates the joint is acceptable.

Contractor shall note slab thickness is 12 inches.

9. Are there any liquidated damages? 9. No, Liquidated Damages are not used in this solicitation. However, the period of performance ends prior to the fire season start date.

10. Are there any as‐builds available for the hardstand’s initial design?

10. No as‐builts are available. Slab thickness is approximately 12” and field investigation indicates rebar is located at about 6” depth.

11. Is the hardstand going to be inactive during active work performed?

a. What type of perimeter barriers are required?

b. If active, what is the estimated area of work that will be required to zone off?

c. In the event of a severe fire that required the hardstand to become active, what type of response will be expected?

11. The concrete hardstand will be inactive during the construction period. The east side asphalt ramp will be in use by aircraft during construction.

a. This is up to the awarded contractor; they are responsible to protect the construction site and keep their work personnel safe. NIFC will provide some candlesticks to ensure government personnel stay clear of the work site.

b. The asphalt ramp area will be active, the tanker base area which includes this hardstand will not be active.

c. The hardstand will not be active during the contracted construction period.

12. What sources of power are available?

a. Estimated length from source of power to furthest point of hardstand?

b. 220v?

12. A single 120V/15A receptacle is provided on the exterior of existing building near Drawing C100 gridline marker H.

b. 208V power is available.

13. Is there water access immediately available?

a. How close to the area of work?

13. ¾” hoses bib is located near Drawing C100 gridline marker E.

14. Are equipment & vehicles able to be staged overnight/weekends? I understand the staged location will be determined once awarded.

14. Yes, vehicles and equipment can be staged overnight and over weekends on the hardstand and the future identified staging area. Awarded contractor is responsible for ensuring FOD is removed from all vehicles and equipment.

15. How do you want areas of spalled/delaminated concrete that aren’t called out handled? This is a vital question to the

15. See Sheet C100, Note 1. Any areas found to need repair, not identified in the drawings, should be brough to the attention of the Government.

warranty of compression joint material in the area’s that are unsatisfactory.

16. Are there any specs for coating any exposed reinforcement?

16. No rebar is intended to be found during construction. If rebars is found it will not require any coating, but contractor should make sure the rebar is free of rust (wire brush or sandblast) before poring the patch material.

17. Any concerns with the existing inconsistency joint profiles of the hardstand slabs? It’s spec’d to install a preformed compression joint be one continuous piece. This will not happen if a single joint can range from ¼ ‐ 1 ¼”. This may void joint material warranties.

a. Would it be considered to sawcut all joints for uniformity?

b. Any considerations for additional expansion joints? Example: Estimated slab is 50’ in length. An additional expansion joint will be added in the estimated center of 25’ of each slab.

17. Each joint line was found to be fairly consistent regarding joint width. The compression joint should be installed as one continuous piece as far as is reasonable, but there will be breaks at the joint intersection locations as two continuous lines cannot pass through each other. It is not anticipated, but if a change in compression seal size is required along the length of a joint line, the break at the joint intersection may be utilized to switch out/change the compression seal size.

A. Sawcuting all of the joints is not necessary. It is up to the contractor if they would like to sawcut in their proposal.

B. There are currently no plans to add additional expansion joints.

18. If any of this additional work is an option, is there any consideration of increasing the duration of the project? Potentially broken up into phases if needed?

18. There are currently no plans to add additional work or to break the project into phases.
