Questions and Answers Dated 04/04/2024 Amendment 1

Q1. Would a PT175 Strip mulcher suffice for the contract or is 200hp a minimum requirement?

Answer: The 200 horsepower is a minimum requirement since we are hoping to get the project done relatively quickly so the trails won't have to be closed for too long.

Q2. Is there an option for camping or getting a permit to camp on the project site?

Answer: Yes. Camping on the project site will be allowed. the area is day use only, but COR will provide the contractor an authorized letter that will allow them to camp on the project site by the bathrooms if they choose.

Q3. There is a set of large power lines through the unit that could require grounding for machines to safely work under. Are those required to be worked under and if so, has the power company been contacted about it? The safety factor under those is unknown and what precautions does the power company recommend taking?

Answer: We don't believe there is any grounding required for the machines to safely work under them. Western Area Power Administration, and Yampa Valley Electric Association regularly masticate under their powerlines. We can check with WAPA since they administer those lines, until we hear back from WAPA we would have contractors plan on masticating under the lines. We should hear back from them relatively quickly. If there is a safety concern, we will crop out the powerlines, but we don't think there will be. Update 04/01/2024: We have made contact with the Excel energy who owns the powerlines on the emerald mountain project. There are no concerns about working under the powerlines or any of the work being done. Excel recommends using a spotter when work is within 20 feet of a structure (Pole). There is no need to masticate within 20 feet of the power poles.

Q4. Would you be able to send a pin on google maps or directions to get there?

Q5. Are contractors able to place a fuel storage tank onsite?

Answer: Fuel storage tank is fine as long as it doesn't leak.

Q6. Are contractors able to use a side by side on the jobsite to haul fuel and personnel to the equipment?

Answer: Yes Q7. Is there any preference given to local contractors?

Answer: Requirement is set-aside as 100% small business. All small businesses meeting this set-aside are allowed to quote.

Q8. Are acres that are inaccessible due to ground conditions (rock or wet), or slope still included in the total treated acreage?

Answer: Areas that are inaccessible will be evaluated by the COR or the project inspector per the SOW 85% Work Quality Level is required. COR wrote that in the SOW so if there is a significantly rocky area or an area that is inaccessible, contractor can still meet the requirements in the SOW.

Q9. Do you have a kmz file that I can import into google earth?

Answer: The contractor should have the capability to utilize a GPS shapefile or a PDF map.

Q10. To confirm, the only "leave" islands are the areas that are not highlighted green?

Answer: The areas excluded in the shapefile and the PDF Map are areas over 30% slope, and they are areas that need to be avoided. Everywhere else is required to meet the 85% Acceptable Quality Level.
