About this file

This document contains questions and answers from a pre-bid conference call for the Bureau of Land Management's FY22-1 Spring Consolidated Seed Buy solicitation. Key details include an updated bid form to include a harvest year column, an incentive program for weed free and downy brome free seed requiring field inspection reports or multiple seed test results showing no contaminants, allowing bidders to mark minimum order quantities on bid lines but noting the BLM may skip bids below minimums, and samples for pre-qualified and incentive seed programs must be pulled per AOSCA standards as representative lots.

Questions asked during Pre-bid Conference Call.

The attachment 1 Bid request has been updated to include a harvest year column. Use the new form to submit your bid or if you have already added bid rows to the original form, you can insert a column at R to add the harvest year information.

1.)New Incentive Program for weed free and downy brome free seed. If we purchase the seed from a grower and do not have access to the field inspection reports, can we not bid the incentive program?

We want to see the field inspection reports. If not possible, then 2 or more seed test results showing no contaminants were found, can be provided.

2.) Field inspection reports often show contaminants are present, are you going to eliminate those automatically from qualifying?

The specification has been changed to read that documentation must be submitted with the field report addressing how you will deal with the contaminants that were found.

If you have weed free (100%WF) seed or Annual Brome Free (100%ABF) seed to offer, identify the seed category in the Program column of the Attachment 1 - Bid Offer. With your bid submission, you shall supply current Field Inspection documents along with any documentation addressing contaminants found and how they will be dealt with or for seed purchased from another grower that you do not have access to the field Inspection reports, then 2 or more test results from different approved labs showing no contaminants were found will suffice. For SI wildland collected seed that does not require a site inspection, provide two or more test results from different labs (listed as Approved Labs in this solicitation) that shows the seed has no contaminants present.

3.) A question was asked concerning identifying minimum quantities that can be purchased on certain bid lines.

If you want to mark a minimum quantity that you will allow to be selected on a line, you can. You need to add a comment in the comment’s column listing the minimum quantity you want marked on the line. Highlight in orange the note in the comments column and the pounds offered column, so that we know it needs handled differently. Take note, if you mark it as a minimum quantity requirement, the BLM can skip your bid and proceed to the next line if our need is below your minimum pounds.

4.) Samples pulled for pre-bid paperwork for Pre-Qualified and Incentive seed programs shall be pulled per AOSCA standards and be a representative sample of the lot.
