About this file

This document is an Amendment (Amendment 0004) to a federal solicitation for the GAOA Chain of Lakes Potable Water System Replacement project, Solicitation No. 140L3625R0012. The amendment provides clarifications and responses to six Requests for Information (RFIs) submitted by potential contractors, covering topics such as pipe specifications, trenching and backfilling methods, project timeline, and subcontractor proposal requirements. Key technical details include specifications for potable water lines (4710 DR 13.5 HDPE, 1-1/4") and irrigation lines (PE pipe rated to 100 psi), with flexibility in installation methods including open trenching, boring, and plow-in place techniques. The project period of performance is set from September 15, 2025 to November 30, 2026, with the Bureau of Land Management Montana State Office (BLM MT-STATE OFC) as the issuing agency.

The amendment addresses contractor questions about linear footage discrepancies, installation methods, backfilling requirements, and administrative details. Notable clarifications include allowing native material for backfill (unless deemed unfit), permitting multiple pipe installation methods, and confirming that there are no predetermined liquidated damages for project completion. The solicitation requires a primary contractor proposal limited to 10 pages, with specific guidelines for including subcontractor information. The document emphasizes flexibility in project execution while maintaining clear technical and administrative standards for the potable water system replacement project.

Questions and Answers New Question:

We were preparing our price sheet and have discovered a discrepancy in the excavation and pipe LF for the Devil's Elbow/Clark Bay section as well as the White Sandy Section.

Devil's Elbow/Clark Bay:

Trench excavation is listed at 3300 LF HDPE Pipe is listed at 4700 LF

White Sandy:

Trench excavation is listed at 2700 LF HDPE Pipe is listed at 2800 LF

Can you please confirm which LF is correct so we can accurately capture our pricing?

Government Response:

The difference in trench excavation linear footage and the HDPE pipe linear footage at the sites was my attempt at estimating where we could utilize common trenches for different “loop” lines. So, that “missing footage” for trenching is the number of linear feet I expect to run 2 or more lines in one trench.

If the contractor chooses to use the plow-in method for installation, the linear footage of “trench” and total pipe would be the same, as you (at least to my knowledge) cannot install multiple lines in the same pass with a plow-in method.

• To clarify, the flow rates for each system is:

o Devil’s Elbow – 35 GPM o Clark’s Bay – 15 GPM o White Sandy – 25 GPM o Holter Lake – 20 GPM o Log Gulch – 20 GPM

Subject: Irrigation service lines from valves

Question/Description of Request: It states that all distribution and irrigation lines shall be 1-1/4” HDPE 4710 DR-13.5-160 psi, but then on page 32, 33 & 34 it states that all lines have to be PVC. Looking for clarification as to whether the system can be built using poly lines or if they have to be PVC. Also looking for clarification on what size(s) the pipes need to be

Subject: Trenching and Backfilling requirements

Question/Description of Request: During the pre-bid site meeting, the engineer stated that trenching and/or line pulling may be used as an alternative to standard open cuts, but the specs call out that open cuts are required. In order to properly bid this project, we are requesting to know if alternative methods are acceptable, or if the open cut is required.

The above is a change from the original scope of work or blueprint: YES NO

RESPONSE

Engineer / Owner Response:

Open trenching, boring or plow-in place (ripping) of pipe will be allowed. If using plow-in place is utilized as a method, see below:

HDPE pipelines may be placed by plow-in equipment if soils are fine grained or granular and free of bedrock, large angular rocks and boulders. Utilize other installation methods if soil conditions exist that prohibit the proper installation of the pipe. During installation, minimize thermal stresses and exposure of pipe to excessive heat. Utilize equipment specifically designed for plow-in place installation with a throat at least 0.5 inches larger than the conduit size. Throat and shoe assembly shall be designed and operated so no scuffing of the pipe occurs.

Subject: Backfilling requirements

Question/Description of Request: During the pre-bid site meeting, the engineer stated that the use of native material would be allowed, and even encouraged, for the backfilling of trenches. The specs specify the requirement of imported material. In order to properly bid this project, we are requesting clarification as to whether or not native material may be used for backfilling.

Project Description: GAOA Chain of Lakes Potable Water System Replacement Solicitation No. 140L3625R0012

Engineer / Owner Response:

Native material should be prioritized for use as backfill unless the makeup of the native material is deemed unfit (excessive rocks or organic material) by the COR. If material is deemed unfit, imported backfill shall be used.

Specification / Drawing Reference: Section F; 52.211-10 Commencement, Prosecution, and Completion of Work

Subject: Liquidated Damages/Penalties

Question/Description of Request: Is there a determined cost for any penalties if the work for unforeseen reasons was not completed by the specified completion date of 11/30/2026?

The above is a change from the original scope of work or blueprint: YES NO

RESPONSE

Contracting Officer Response:

There are not predetermined cost or penalties for noncompletion by 11/30/2026. If it is the Contractors fault, the consideration provided to the Government for a contract extension will need to be fair and reasonable before its approval. If the delay is caused by any of the excusable delays mention in FAR 52.249-10, a fair extension will be granted at no cost. If an unforeseen change occurs to the contract, a fair extension will be provided by FAR 52.243-4.

Specification / Drawing Reference: Section L-15 Proposal Submittal; L-17(a) Past Performance & L-17(c)

Subject: Subcontractor Past Performance and Performance Questionnaire

Question/Description of Request: L-17(a) specifies that subcontractors shall also provide a Past Performance Report. Is that to be submitted with Primary Contractor’s Proposal, and if so, will be included in the maximum 10 page Volume specification? In L-17(c) it does not specify that subcontractors need to request past performance questionnaires, so requesting clarification if they are only required to submit a report, or if they need to request performance questionnaires as well.

The above is a change from the original scope of work or blueprint: YES NO

RESPONSE

Contracting Officer Response:

There is only the Primary Contractor’s Proposal. Therefore, the offeror is limited to the 10 pages. If an offeror intends to utilize subcontractors to perform any of the major components of work, all the requested information must be provided for each proposed subcontractor. Then specific information is mentioned in L-17(a). Past Performance Questionnaires from subcontractors will not be accepted.
