Description of Changes - This amendment incorporates the following information:

1. For informational purposes only, the Government is providing the Site Visit Attendance Records from the organized site visit that the Government held on 8 July 2024, at 10:30 AM Mountain Time.

2. The Government is providing the Question received from interested offerors and the associated Answer provided by the Government.

Acknowledgement - See Block 11 above regarding how to acknowledge this amendment. The Government must receive the acknowledgement at the place designated for receipt of offers (See Block 8 of the Standard Form 1442).

Third Party – If you have given a copy of the solicitation to someone else, please forward this amendment accordingly.

SITE INSPECTION TOUR / PREBID CONFERENCE RECORD

The Government strongly urges offerors to inspect the site to gain a better understanding of the work requirements and to satisfy themselves regarding all general and local conditions that may affect the cost of performance. In no event shall failure to inspect the site constitute grounds for a claim after award.

140L3624R0014 -Coal Banks Boat Ramp Renovation Site Tour Narrative.

Discussed a brief history of project to add context to project, Labor Day was traditionally end of most use of site as a launch point and use after that date is low. BLM shuts water off end of August also. Water is typically too low for motorized boats launching in August/September most years. Site is open to public use and contractor fencing will divide the site into a closed job site and open public site.

During design last winter, gravel and rock materials were readily available in Havre, Montana.

Differences may exist now, but these materials where normally things they stock.

A sheet-by-sheet review of plans was held as contractors all had printed plans.

Noted a SWPPP was not required for this site if stockpiles and parking were on graveled surfaces in the campground. Fence to be erected and signage as noted basically splits site into Project Area - upstream side and open Recreation Area downstream side.

Noted BLM would test concrete and compaction.

Digital terrain Modeling, DTM, will be furnished to the successful bidder.

Specifications reviewed on finishing concrete and encouraged all to watch the video on finishing grooves in concrete. Noted government supplied seed, contractor seeds the finished site.

One requirement was clarified in the permits. All equipment used on site shall be cleaned to the Montana Fish Wildlife and Parks requirements for Aquatic Invasive Species, AIS, immediately before being brought to the job site. Contract work follows all permit requirements so this is required and all noxious weeds seeds on equipment shall be removed by this process.

Questions and Answers Q1: Finish of panels at different locations?

A1: All sections of the ramp shall have the grooved finish. The 1.54% slope area is a test area for grooved finish. Note 4 on sheet Cl.10 note 4 indicates Government shall observe and accept v-groove finish on ramp panels below high-water mark prior to contractor pouring any and finishing remaining panels. This was clarified to be the section of the ramp below high-water mark ONLY with a -1.54% slope as shown on the sheet Cl.30. This area should be the test area.

Q2: Thickened edges of section of ramp on Sheet C2.04 at end of ramp are shown at the end of the ramp and at the top which ramp section.

A2: The section shown there is the same section of the ramp with the -1.54% slope only. Then the remaining sections above shall be tied into the upper thickened edge sections at the thickened edge of those panels.

Q3: Is the period of performance flexible enough to allow this project to be done in the spring of 2025?

With a possible end date of May1st?

A3: No, the spring months were not selected as a possible site work time due to some issues with a sensitive species and any delay of completion could result in stopping work for pallid sturgeon migration and spawning restrictions. Water flows are normally higher in the spring with significant risk of more stream flow occurring due to weather changes. The lowest flows and lowest risk for higher flows to minimize risk and construction costs was selected. Spiny softshell turtles, a BLM sensitive species, and timing to avoid the pallid sturgeon migration and spawning season were also a factor.

Q4: I was also wondering if the first portion of the Boat ramp could be substituted with a push-in slab to negate the need for a cofferdam and large amounts of dewatering and turbidity in the river?

A4: No, the ramp characteristics as specified and shown on the plans are the product the Government has chosen. The resulting ramp with thickened edges is expected to be less susceptible to undermining and damage from ice flows than a ramp with a push in section. The push in section would also require a large area of concrete with the grooved finish than would greatly increase difficulty of construction. However, you are free to submit an alternative line item proposal in accordance with FAR 52.204-22.

Q5: What is the finish above the high-water line?

A5: All sections of the ramp shall have the grooved finish. The 1.54% slope area is a test area for grooved finish. Note 4 on sheet C1.10 note 4 indicates Government shall observe and accept v-groove finish on ramp panels below high-water mark prior to contractor pouring any and finishing remaining panels. This was clarified to be the section of the ramp below high-water mark ONLY with a -1.54% slope as shown on the sheet C1.30. This area should be the test area. The finish planning and finishing requirements are also listed in Section MT-03306-3.03 1. and 2.

Q6: Who seeds the project at completion?

A6: Contractor seeds the project at completion with Government supplied seed.

Q7: Does bid include engineering testing?

A7: Government will test concrete and compaction.
