Solicitation Number: 140L3624R0004 Project Title: Billings Retardant Air Tanker (BRAT) Base Retardant System Comprehensive Condition Assessment (CCA) / Design – Phase I, Billings, Montana
Q1: Where is the hazardous material to be hauled and paid for?
A1: Contractor is to haul material offsite and dispose of at an approve landfill and will be paid based on weight tickets from said landfill.
Q2: Can you shut down the work being preformed on the loading pad by the contractor?
A2: Please refer to Federal Acquisition Regulation Clause 52.242-14, Suspension of Work regarding when the
Contracting Officer may order the Contractor to suspend, delay, or interrupt all or any part of the work of this contract.
Q3: Is the fire-retardant contaminated soil hazardous to people?
A3: No, it is not harmful to people.
Q4: Are there any other projects going on in the area this year that would need to be worked around?
A4: No other projects will be going on for the BLM in the area this summer.
Q5: Would Shot-Crete be an acceptable alternative to line the new ditch expansion to the south?
A5: BLM’s preference would be to keep the same concrete lined ditch as existing.
Q6: Is the construction fence for construction purposes or is it to remain permanently after construction?
A6: For construction purposes.
Q7: If the anticipated work period would be after the fire season in September with the 120 days to accept, it would seem to me that work would not begin prior to June if it were to take even 30 days for acceptance.
A7: Please reference to Federal Acquisition Regulation Clause 52.211-10, Commencement, Prosecution, and Completion of Work. The Government will require coordination of on-site work and the current fire season.
Based on past experience, the Government prefers no construction between June 1 and September 30, but this may vary based on current fire season activities. The 340 calendar days after receipt of Notice to proceed is the time stated for completion, including final cleanup of the premises. The 120 days acceptance is the maximum amount of time the Government is requested offerors to honor their pricing for Government acceptance after the date offers are due.
