About this file
This document is a Questions and Answers document related to the federal contract opportunity for the 2024 North Blaine Fences project.
The key details are as follows: The solicitation number is 140L3624Q0061, and the project is for the Department of the Interior Bureau of Land Management Montana-Dakotas. Bidders are required to submit past performance for themselves, not their subcontractors, as the contract will be with the prime contractor. The government will provide an aluminum "project monument" cap that the contractor must install. Steel posts cannot have painted tops, and brace posts can be driven into the ground instead of drilled and tamped. The contractor is responsible for removing and disposing of any salvageable fence material, except for woven wire, which must be disposed of and cannot be given to the landowner. No clearing of the fence line is required, as the vegetation is sparse. Pointed posts can be used for pile driving, as long as they meet the minimum post width and depth requirements. Work cannot begin until after July 15 due to wildlife stipulations, and the contractor will have 38 days to complete the work once the Notice to Proceed is issued, which is anticipated to be in the late July/early August timeframe.

QUESTIONS AND ANSWERS DOCUMENT
Q.1. Do I submit past performance for myself or my sub-contractors?
A.1. You need to submit past performance for yourself listing projects/contracts completed that are similar in size and scope. The contract will be with you the prime. All sub-contractors must be pre-approved by the contracting officer before they can work on the project.
Q.2. What is the “project monument” under Government-supplied materials?
A.2. The aluminum cap is what BLM places at each new project. It looks like a section corner cap. BLM provides the Cap and we usually install it ourselves. This was placed in the specifications for informational purposes only.
Q.3 The solicitation states that the steel posts can’t have painted tops. Is there a particular reason for that or can that be altered? Solid green non-painted tip posts are extremely difficult to find.
A.3. The resource team stands on all green steel posts from a certified supplier. The requirement will not be changed. Cutting painted tips off extra tall posts is not acceptable.
Q.4. Can the brace posts be driven into the ground instead of drilled and tamped?
A.4. Yes – Pile driving the wood 6” x 7’ posts are acceptable.
Q.5. Can you provide clarification on the fence salvage requirement?
A.5 The Contractor is required to remove salvageable material. It becomes the contractor’s responsibility.
Any woven wire (if any) needs to be disposed of. It cannot be given to the landowner.
Q.6. Does the fence line need to be cleared?
A.6. No clearing needed. Vegetation is not more than 8 inches and is sparse in this rangeland area.
Q.7 Can pointed posts be used for pile driving.
Q.7. Yes - As long as the 6" x 7' CCA posts width is a minimum 6" for 7' length. The h1 (2'6") on the work data sheet and drawings for post depth in the ground, is a minimum for 6" diameter of the post. ex. 8”-point length would mean post would be 3'2" buried. 6" x 8' Pointed Posts are acceptable.
Q.9. When is the start time for the contract?
A.9 Per the solicitation work cannot start until after July 15 due to wildlife stipulations. Once a Notice to
Proceed (NTP) is issued, the contractor will have 38 days to complete the work. It is anticipated the NTP will be issued later part of July/beginning of August.
