About this file

This document is a Questions and Answers (Q&A) amendment related to the KNIGHT PIPELINE SOLICITATION 140L3624Q0042. The key details are:

The pipeline will be approximately 1-1/2" HDPE pipe and require direct burial with no tracer wire needed. Seeding will be included as part of the HDPE pipe installation line item. Rock excavation quantities are estimates, and the contractor will be notified if actual rock exceeds 15% of the estimate. The government will provide a storage tank for the contractor to pick up, deliver, and install. American-made steel is required. The contractor can choose to trench or plow the pipeline, and the Bureau of Land Management will test the pipeline depth. There are no details on response dates, award dates, pricing terms, set asides, or incumbent contractors, as this document only addresses technical questions about the pipeline installation.

KNIGHT PIPELINE

SOLICITATION 140L3624Q0042

QUESTIONS AND ANSWERS DOCUMENT – AMENDMENT 1

Q.1 It’s hard telling on maps, but will a bigger excavator, or dozer make it to the site? My concern is a lowboy won’t be able to make it close to and work area, and we would have to track machines a long way. Just wanted your opinion on the matter.

A.1 A lowboy may have a tough time reaching the site. If large equipment is desired, it may be approximately 3 miles to walk in.

Q.2 Per the bid form there is not a seeding line item, I’m assuming there is no seeding needed for this project? Looking at the drawings it seems to follow existing roads.

A.2 Per Section 02910 Reclamation in the Specifications, please follow the seed mix identified and include in Pay Item MT-02665(4) HDPE 4710 1-1/2". Seeding pricing will be included with the 1-1/2" HDPE 4710, Linear Foot line item (4)

Q.3 Pipe bedding. I’m assuming this is going to be a direct bury project. Except in the section where you anticipate rock ex. Can you tell me where the rock ex is? and estimated LF?

A.3 The new pipeline will be a direct bury. The exact rock locations are not known and rock quantities are only rough estimates aimed to establish an initial rock price. Although not anticipated, if the rock exceeds 15% of the estimated quantity, the Contracting Officer will be notified and will determine appropriate action.

Q.4 Is the Contractor responsible for installing stock water tanks at hydrants?

A.4. No

Q.5 Where is the government furnished storage tank?

A.5 The government furnished storage tank is located at 111 Garryowen Road, Miles

City, MT. The contractor is responsible for pickup, delivery, and installation of the tank. BLM staff will load the tank in Miles City on a contractor provided trailer. Contractor is responsible for tank once loaded.

Q.6 Is American Made Steel required?

A.6 Yes

Q.7 Is the new pipeline all 1-1/2” HDPE?

A.7 All new pipeline to be installed shall be 1-1/2” HDPE. Clarification – existing pipeline is believed to be 2” HDPE.

Q.8 Will tracer wire be required?

A.8 No tracer wire will be required for the pipeline.

Q.9 Are there many rocks on the project?

A.9 The known rocks on the project consist of sandstone/shale

Q.10 Can the contractor trench or plow the pipeline?

A.10 Yes. The contractor can trench or plow.

Q.11 Will the BLM test the pipeline for depth?

A.11 Yes. The BLM will randomly test the pipeline for min. 5-ft bury depth on the pipeline and min. 6-ft on hydrants.
