About this file
The document provided is a set of Answers to Requests for Information (RFIs) for Solicitation 140L3624Q0040 - Bobcat Fence Clearing. The key details are:
The solicitation is for a Bobcat Fence Clearing project issued by the Department of the Interior Bureau of Land Management. The RFI responses address questions about site access, utilities, camping allowances, and weather delays. Specifically, there is no access to utilities on site, but camping is permitted on BLM land under their regulations. If camping is required beyond the 16-day BLM stay limit, the contractor must coordinate with the Billings BLM Field Office for an extended stay permit. Regarding weather delays, the contracting officer and contractor can negotiate an extension to the performance period if delays due to weather, fire closures, or acts of God occur.

RFI SUBMISSION for Solicitation: 140L3624Q0040 – Bobcat Fence Clearing
1. Is there access to any utilities onsite? Water and electricity are the only considerations we’re seeking.
· No access to utilities.
2. Should teams be able to camp onsite, is there any location nearby for showers, restrooms, etc.? Can work teams come and go from the jobsite areas as they please or will there be controlled hours of access?
· Camping would be permitted if it occurs on BLM land and under all BLM camping regulations and restrictions. If camping is desired longer than the 16-day BLM stay limit, the contractor would need to work with the Billings BLM Field Office to obtain a stay permit. Alternatively, contractor may be allowed to move camp location greater than the minimum distance every 16 days to stay in compliance without obtaining a permit.
3. How will delays in work due to weather be considered for the completion period? Will those add to the end of the performance period?
· If contractor experiences delay due to weather, fire closures or acts of God, they should immediately notify the CO and COR. The CO and contractor can then negotiate an extension to the end of performance period. If the CO deems the request reasonable, the date will likely be extended.
