Answers to RFIs 7/7/2023
1 – Can we propose to accomplish the work with the use of drones?
Yes. The use of drones is acceptable though the original project was based on the work being done with fixed wing aircraft.
2 - Page 3 of the AWS states the awardee will host data to the BLM for ".., up to five year from award." this would add substantial cost to this project if this is truly the intension. Currently, we only offer the hosted data web based dashboards to clients during the "life" of a contract as a means for the client to view project advancements as they are completed. The actual hosting of all data once a project is completed is possible on a cloud system but may be cost prohibitive to the client as we have seen costs as great as $2k/month for projects of this size. We recommend modification of that statement if at all possible?
I concur, the awardee will host BLM data for the life of the contract, after which time the data becomes BLM property.
3 - Confirmation that the field verification effort data are not a deliverable. We use the term "plots" however these data are collected for specific computer education and verification tasks thus not in a format of a recognizable forest inventory style in many cases and also part of our team's proprietary intellectual property under our registered trademarks. Would it be possible to modify the language in the AWS to "provide the BLM with statistical measures of accuracy for the resulting inventory based on field verification" and not require the field data to be physically delivered?
I concur, the physical "plot" data is not the deliverable we want, it is the statistical measures of accuracy for the resulting inventory based on field verification.
