About this file
This is a Justification and Approval document for a contract extension under simplified acquisition procedures issued by the Department of the Interior, Bureau of Land Management (BLM), Utah State Office. The document justifies a three-month extension of Contract 140L140L3521P0006 for janitorial services at the Moab Interagency Fire Operation Center in Moab, Utah. The incumbent contractor, Moab Cleaning and Maintenance, LLC (UEI: MHHMNCWAFUB8), located at 749 Bartlett Circle, Castle Valley, Utah 84532, has been performing successfully since the original award and will continue providing services under this extension. The original contract includes a 12-month base period plus four 12-month option periods, expiring February 28, 2026. The requested three-month extension is valued at $4,550.00 and does not include potential wage adjustments required under the Service Contract Labor Standards Act.
The extension is justified under 41 U.S.C. 1901 (simplified acquisition procedures) to prevent service lapse during the competitive procurement process for a follow-on contract. Services include twice-weekly and weekly cleaning and maintenance tasks such as sweeping, vacuuming, mopping, sanitizing, carpet shampooing, and restocking supplies for bathrooms, offices, conference rooms, and common areas. No market research was conducted for this extension; however, the BLM plans to conduct adequate market research for the follow-on requirement. The Canyon Country District intends to issue a small business competitive acquisition during the three-month extension period, with solicitation planned by April 2026 and award by June 2026. The extension was approved by Contracting Officer Daniel Walker and Contract Specialist Jessilyn Sanborn, with certification by Contracting Officer's Representative Colt Page.

JUSTIFICATION AND APPROVAL
FOR ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION PROCEDURES
This document sets forth the justification and approval as required by 13.106-1(b)(1) & (2).
1. Contracting agency and activity.
The Department of the Interior, Bureau of Land Management (BLM), Utah State Office, 440 W
200 S, Suite 500, Salt Lake City, UT, 84101.
2. Nature and/or description of action being approved.
Contract 140L140L3521P0006 provides janitorial services for the Moab Interagency Fire
Operation Center (Fire Ops Center) in Moab, UT. The contract was awarded to Moab Cleaning and Maintenance, LLC (749 Bartlett Cir Castle Valley, UT 84532, UEI MHHMNCWAFUB8) for a 12-month base period plus four (4) 12-month option periods and expires on February 28, 2026. The requested contract action is for a three-month extension of the current contract to allow adequate time for a competitive follow-on acquisition without lapse of service. FAR clause
52.217-8 Option to Extend the Term of the Contract was included in the solicitation but was not priced and evaluated prior to award.
3. Description of supplies or services.
The requirement is for staffing, equipment, and supplies to clean and maintain the Fire Ops
Center buildings on a twice weekly and weekly basis. Services included are sweeping, vacuuming, mopping, sanitizing, restocking supplies, dusting of bathrooms, showers, offices, conference rooms, floors, walls, partitions, doors, waste containers, vents, walkways, shampooing carpets, etc. The buildings are required to be upkept in a manner to ensure an appropriate environment for staff and official visitors.
4. Estimated dollar value.
The estimated amount for the three-month extension is anticipated to be one quarter of the current option year: $4,550.00. This amount does not include any wage adjustments that could occur in order to comply with the Service Contract Labor Standards Act.
5. Statutory authority.
__X__41 U.S.C. 1901 – Simplified acquisition procedures (use when the simplified procedures for purchases of property and services for amounts not greater than the simplified acquisition threshold https://www.blm.gov/
____41 U.S.C 1903 – Special emergency procurement authority (applies when in support of a contingency operation as defined in section 101(a) of title 10 or to facilitate the defense against or recovery from nuclear, biological, chemical, or radiological attack against the United States).
6. Rationale supporting use of the authority stated in paragraph 5.
Moab Cleaning and Maintenance, LLC has been performing the janitorial services successfully since the time of award. Given the relative remoteness of Moab, UT, Moab Cleaning and
Maintenance, LLC has the staffing, equipment, and supplies onsite and the familiarity of the jobsite and requirements to ensure services continue without a lapse of coverage.
7. Other information.
A decision not to select and extend the contract for a three-month period would be disadvantageous to the Government. The time to award a new service contract is expected to take a few months, based on the lead time to have the COR combine multiple requirements into a single PWS due to the close proximity of the separate requirements, solicitation, review of proposals, selection, start date, etc. The quality of the work environment for staff will be negatively impacted.
8. The efforts to identify additional sources including the market research conducted.
Market research was not conducted for this intended action. Adequate market research will be conducted for the follow-on requirement.
9. Future plans to permit competition.
Canyon Country District plans to issue a small business competitive acquisition during the three-month extension. We plan to increase awareness through local promotion, solicit by April 2026 and make a new award by June 2026.
10. The ordering activity Contracting Officer’s certification that the justification is accurate and complete to the best of the Contracting Officer’s knowledge and belief and evidence that the supporting data that form a basis for the justification have been certified as complete and accurate by technical/program personnel.
