About this file

This is a Questions and Answers document for the BDO West Castle Creek Exclosures Materials solicitation issued by the Department of the Interior Bureau of Land Management Idaho Region (Solicitation Number: 140L2626Q0060). The document clarifies specifications for Three Rail Steel Jack legs and related materials through thirteen key questions and answers.

The primary clarifications address pipe specifications, welding requirements, and component inclusions. The outside diameter of pipe shall be 2-3/8 inches (revised from the original 2-3/8" to 3" range to provide flexibility for adjustable leg extensions during construction). The top cap must be rounded or domed, sleeves must be left open without bottom caps, and the 14-gauge thickness is the required set specification. Internal sleeve locations are measured vertically from the bottom of the jack support legs, with the lower sleeve at 17 inches, upper sleeve at 42 inches, and the middle sleeve evenly spaced between them. The document explicitly confirms that the following items are NOT included in the solicitation requirements: universal leg adaptors, 12-foot cross rail pieces, universal corner angle adapters, jack leg extensions, and universal connectors. The distinction between pipe and tubing specifications is emphasized, as measurements differ between the two materials.

BDO West Castle Creek Exclosures Materials Questions and Answers

1. Should the sleeves be capped or left open?

Left open

2.Should the top cap be flat or rounded?
Rounded/Domed

3. Should the bottom of the jack legs have a cap?

No

4. What are the allowed pipe sizes? (The diagram shows an adjustable leg extension that is not in the requirements, and a differing pipe size may cause issues with the extension).

Three Rail Steel Jacks (Legs): Outside diameter of pipe shall be 2-3/8” to 3”. Replace this verbiage with "Outside diameter of pipe shall be 2-3/8”."

Different vendors have varying dimensional requirements for the adjustable leg extensions referenced. Although these extensions are not being purchased under this procurement action, adjusting the pipe diameter specification will provide greater flexibility and allow the use of extensions during construction if needed due to site terrain.

5. The verbiage does not mention the "universal leg adaptor" shown in the referenced drawing. Can you confirm whether or not it's needed with the legs and in what quantity.

The universal leg adaptors are not included in the solicitation requirements.

6. The Drawing shows three 12' cross pieces for (two) of the Three Rail Steel Jack legs. Can you confirm if those cross pieces need to be accounted for and included in the proposal as well as quantity? Example: 329 sets (a top, middle, and bottom for a total of 3 pieces per set) or 165 sets ( a set of three cross pieces for two legs stands as pictured in the drawing).

The 12' rails (cross pieces) are not included in the solicitation requirements.

7. Pipe vs. tubing. measurements for pipe are not the same as using tubing.

Requirement is for pipe.

8. Weld points for horizontal, are they from ground to center of pipe/tubing Per the drawing the horizontal internal sleeve locations are measured vertically from the bottom of the three‑rail steel jack support legs, with the bottom of the lower internal sleeve at 17 inches and the top of the upper internal sleeve at 42 inches. The middle internal sleeve is evenly spaced between the lower and upper sleeves.

9. How many universal corner adapters.

The universal corner angle adapters are not included in the solicitation requirements.

10. Are we providing the 12 foot cross rails?

The 12 foot cross rails are not included in the solicitation requirements.

11. Need to know number of universal connectors and if we are providing those.

The universal corner angle adapters are not included in the solicitation requirements.

12. Also, if we are providing the jack leg extensions and how many of those will be needed.

The leg extensions are not included in the solicitation requirements.

13. Is the 14 gauge thickness a minimum or is that the set thickness they need to use?

14‑gauge.
