About this file

This document is a Pre-Bid Tour/Site Inspection Record for the Bayhorse Recreation Site Repairs project, solicitation number 140L2625R0003, issued by the Bureau of Land Management. The project involves comprehensive recreation site repairs, including irrigation system redesign, roadway improvements, fencing replacement, and site infrastructure upgrades. Key project parameters include a 180-calendar day performance period with a construction window from August 18, 2025 to November 15, 2025, and specific requirements such as reinstalling existing gates, reusing parking stops, and managing irrigation systems with a 7 gpm flow rate and a watering window between midnight and 4am.

The pre-bid conference was conducted on 06/25/2025 by BLM representatives Jerry Burrows, Nikki Smith, and Matthew Moen, with two potential contractors in attendance: Richard Keate from Vanguard LLC and Tom Lowery from Adapt Construction. The document contains 24 detailed questions and answers covering technical specifics like irrigation system design, water pipe placement, roadway gravel depth, site disturbance limits, and equipment reuse. Notable requirements include using galvanized steel pipes, matching existing road profiles, removing large boulders, and ensuring proper water system burial depths (2 feet for irrigation, 3 feet for potable water).
