About this file

This document is a set of Special Contract Requirements for the White Sands Road Maintenance project, a federal contract opportunity issued by the Bureau of Land Management (BLM) Idaho Region.

The work includes maintenance and improvement of approximately 7.53 miles of BLM roads in Idaho, including reconditioning the road prism, cleaning ditches, constructing new ditches, and surfacing the road with contractor-furnished aggregate. The road shall be graded and compacted to a 16-foot travel-way width, with 4 inches of base course and 4 inches of surface course. The contract period of performance is 60 calendar days from the Notice to Proceed. Applicable standard specifications are from the Federal Highway Administration's FP-24 manual. Specific project requirements are provided for mobilization, traffic control, excavation and embankment, aggregate courses, and road reconditioning. Measurement and payment will be based on the loose cubic yards of surface aggregate delivered.

The related federal contract opportunity, Solicitation Number 140L2624R0004 "BIL - WHITE SAND ROAD MAINTENANCE 2024", is being issued by the Department of the Interior Bureau of Land Management Idaho Region.

SANDS ROAD MAINTENANCE PROJECT

Description of Work

The work to be done under this contract includes all labor, supervision, transportation, equipment, tools, supplies, and materials necessary to perform maintenance/improvements of

Bureau of Land Management (BLM) roads to specified dimensions and furnishing, loading, hauling, placing, shaping, watering, compaction and testing of contractor furnished surfacing aggregate material to follow FP-24 Table 703-1 Gradating Designation Base or Surface.

Mobilization, traffic signing, site preparation, watering, grading, compaction and finish work are all the responsibility of the contractor.

The road shall be graded and compacted to the typical section template provided (Figure 1, Typical Cross-Section). Work includes approximately (7.53) miles of reshaping and grading of naturally surfaced existing road and (7.53) miles of surfacing the same road with material provided by the contractor and approved by the Contracting Officer (CO). Completed road travel-way width shall be 16 feet wide and surfacing shall be placed with a compacted thickness of (8) inches (4 inches of base course plus 4 inches of surface course). Base course shall be placed on the full length of the reconditioned road. Surface coarse shall be placed on

(0.77) miles of the reconditioned road. Base course shall be gradation designation Subbase (A) according to Standard Specifications for Construction of Roads and Bridges on Federal

Highway Projects, FP-24, Table 703-1 or pit run. Surface course shall be a combination of screened/crushed aggregate with a gradation of Base (D or E) or Surface (F, G or H) according to Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-24, Table 703-1. Prior to placement of road surfacing material, the road prism and ditches shall be reconditioned, and the ditches shall be cleaned. Construct (2) new ditches in cases where roads have no existing ditches. Surfacing shall take place in the quantities shown on the

Bid Schedule, at the location shown on the Project Map. There has been one mobilization allocated for this project. The Contractor shall be responsible for all costs associated with additional mobilizations. Any damage to project site access roads caused by travel back and forth to the project site must be repaired at the contractor expense.

303.02 Blading and Shaping. Prepare the surface as shown on Figure 1 – Typical Cross-

Section. This includes conditioning or constructing ditches, crown, and furrow ditches into an existing road. Improvements shall be completed when adequate moisture is present. A water tender shall be required to deliver water to the section of road requiring improvement. The

Contractor shall provide enough water to the area being improved such that the material can be formed into a ball through pressure applied by one’s hand. A roller shall also be required for use on areas being improved. The road shall be improved to keep drainage functional

(including ditch cleaning of branches, large rocks, and/or other water drainage blockers and annual cleaning of the culverts to remove branches, large rocks and sediment greater than 2 inches in depth) and to keep the road prism to an acceptable level to allow a prudent driver to safely negotiate the road in a passenger car. End product shall be in compliance with the following:

a. Shall be constructed to the shape shown in the typical template.

b. Roads shall be improved to a travelway width of 16 feet.

c. Shall be compacted with water and compactive effort such that the surface is a hard smooth durable surface.

303.04 Drainage. Grade the ditches to the typical sections (Figure 2) and construct new furrow ditches every 1500 ft or as directed by the Contracting Officer (CO).

303.05 Compaction. Shape and compact the traveled way and shoulders using one of the methods described in Subsection 204.11.
