Question Government response Reference

These quantities are enough materials to build nearly 29 miles of buck and rail.

The initial order would be 2 truckloads of jacks and nearly 6 truckloads of rails, all to be delivered by October 1. That in itself 56 bundles of jack legs would be a huge ask on the initial order let alone the one for March. I just want to be sure that these quantities are really what you are after as it looks like the first drop would be +/- XXX just for the "smallest" of the loads, not to mention the yard space needed to store such a huge stash of materials.

We are aware of the large quantities of this solicitation. To better accommodate our awardee, we have extended the 2024 delivery date to November 1, 2024.

Updated Attachment 1 - Salient Features.

The limitation on the taper (with the above mentioned quantities) would make this impossible for me to bid, a 21' rail with only one inch of taper under bark would be a rare occurrence, let alone needing a total of 29,000 of them. I would be able to bid and provide an alternative, that would be a 13' rail, with a max taper of 2-3" under bark. Bundles of 25 would really restrict the number of bundles we could put on a semi, typically we are running around 60 rails per barkie bundle, that makes a nice stack that rides well and doesn't settle too much.

The 21' rails allow for a 2" taper with a range of 3-4" tapered end and 4-5" butt end. Butt ends are limited to a 5" maximum diameter to have an adequate anchoring of 3" with 8" timber screws. Rail bundles have been updated to be 60 rails per bundle.

Updated Attachment 1 -Salient Features.

I can keep trying to work the numbers for the bucks, but I know I can't provide that many 21' rails with one 1" max taper, so if there is the possibility for substitutions let me know.

The bid asks for jack leg sets, does jack leg sets fencing material include the cross piece on the bottom of the jack?

No cross piece should be included. Jack set legs should be notced, interchangeable and delivered unassembled.

Attachment 1 -Salient Features.

Do the jack leg sets include timber screws or would that be separate?

Timber screws are not included in this solicitation. Sets should be delivered unassembled.

Any questions must be submitted by e-mail to the point of contact below no later than 25 June 2025 by 5:00 PM Eastern Time. All questions will be responded to through beta.sam.gov (GPE) only.

The above second part of this indicates that questions will be responded to through beta.sam.gov (GPE) only. What does this mean? Can you list the actual website? or do we just go to Sam.gov? Then where?

Amendment will be issued on SAM.gov, if you are following the solicitation SAM will generally notify you when updates are posted to the original solicitation

This wood does not exist anymore! The timber sales the USFS is putting up does not yield this kind of wood. The sales they put up has lots of taper and the wood needs to be processed shorter and then peeled to be made usable. Not sure if this is an inquiry coming from someone else but they need to change to peeled wood and use 12’ rails! I can provide you with a quote for want is standardly produced in the market and available all the time.

Market research has identified 21' rails as being availble on the market. The salient features of this solicitation indicates 21' unpeeled rails with no more than 2" taper.

8 I was just wondering if there will be a forklift on site to unload the bundles of material? Yes, a forklift will be on site at both delivery locations.

9 if you have an address you will like these shipped to?

Delivery locations are identified in Attachment 1 – Salient Features and in paragraph (vii) delivery date and location in the combined synopsis solicitation.

Attachment 1 -Salient Features.

Could you please provide information on whether any provisions or support mechanisms are in place to address significant (over usual inflation) changes in key cost drivers, such as diesel prices and lumber costs, will be managed? For instance:

a. Diesel Costs: Will there be any adjustment mechanism if diesel prices experience substantial increases?

b. Lumber Costs: Are there any considerations or adjustments related to fluctuations in lumber prices or government regulations affecting these costs?

There are no adjustments written into the solicitation. Quote based on the possibility of inflation. Adjustments for inflation should be taken into consideration in the development of quotes. Combined Synopsis.

Is an appropriately sized loader available at each drop location to unload material, or will the contractor need to supply a loader at each drop point? Yes, a forklift will be on site at both delivery locations.

Can you address the probability that prices may increase in 2025 and 2026?

There are no adjustments written into the solicitation. Quote based on the possibility of inflation. Adjustments for inflation should be taken into consideration in the development of quotes. Combined Synopsis.
