Questions and Answers:

Q1: If we discover rebar in the light post foundations, can we reuse the remainder of them as-is?

A1: No. We cannot guarantee that any/all of them have reinforcement. To reduce risk, contactor is to replace all foundations.

Q2: Would long lead items be a reason for alterative component approval? Will the contractor be penalized for market issues causing long lead items.

A2: Long lead items could be reasonable grounds for accepting alternative components that meet the requirements. Contractor must show good faith in prompt ordering/purchasing of components for CO to discuss contract extensions based on long lead items.

Q3: Will the lights need to be work in stages to provide for public safety.

A3: The site is closed until May 23rd if light work can be completed by that time, then there will not be a need to accommodate. If light work is still in process when the site opens to the public, lighting may need to be phased or site operation hours altered to comply with safety.

Q4: Is the wiring in conduit or direct bury from the panel to the light fixtures bases as well as from light fixture base to light fixture base? The drawing indicates both conditions. This may be a factor in deterioration of the wiring at the base of each light post.

A4: Although the original June 1, 1999, drawing package notes only the location of “buried cable” it does make references to “conduit cap for future use” at the end of the cable runs. Original drawing package does not include a specific electrical cable/conduit utility trench drawing.

Current project drawing package also notes the “conduit caps”. Existing conduit run is only specified for the power to the lift station. Project requirement is at the new light pole foundations to include a ½”PVC conduit for the grounding cable, and a 1” galvanized steel conduit extending beyond and through the light pole foundation. Although desirable to have the cable runs between light fixtures within conduit if they are currently direct buried only, this work is not included in the current project package.

Q5: Do the existing light poles work?

A5: Yes, all the existing light poles are currently working. We are updating to go to LED and include improved lighting controls.

Q6: Will the replacement of the light poles need to be completed in phases?

A6: No, we would like all the activities completed in parallel and rapidly. Site is daytime only. If work continues past May 23rd (see Q5 below), then we may need to discuss phasing work for security/safety reasons.

Q7: For the work regarding the lift station considered a confined space?

A7: Because of the limited access (top lid), the potential for wastewater and gasses, and the lack of a ventilation system for continuous occupancy, I am confident that the lift station is considered a confined space.

Q8: Is there power accessible for the contractors to use?

A8: Yes, there will be power from the shower/toilet building near the lift station.

Q9: Will the site be shut down to the public during construction?

A9: The site does not open until the May 23rd. Until that date, the site is closed to public.

Q10: Will there be a designated lay down area for the contractors?

A10: After May 23rd we will have a designated lay down area in the parking lot, adjacent to the lift station and shower house. We would prefer the work to be complete prior to opening the site.
