About this file

This document contains questions and answers related to a federal contract opportunity for roof repairs and replacement projects at various buildings within the Boise District of the Bureau of Land Management. The solicitation calls for replacement of the existing lightning protection system at the Administration Building with new materials and termination at roof level downleads. It also requires new cover board and thermoplastic membrane for roofs at the Fuels and Ready Room Buildings. For the Administration Building, the existing parapet caps and metal roof system can remain but the roof must be coated with a fluid applied rubberized silicone coating. Sealed bids for separate line items are due for each of the five buildings. Third party inspections will be required for lightning protection system certification. All sealants must be provided as required by the project specifications to ensure weather tightness.

Text version

1. The spec calls for the existing lightning protection system be discarded, but the components appear to be in good shape. Is it possible to re-use the components and cable that are functional?

No. New materials are to be used for the lightning protection system, with the design and installation terminating at the connection to existing downleads at roof level.

2. Will the curb cap of the Administrative Building need to be replaced?

The parapet cap appears to be in good condition. No modifications to the parapet caps are expected at this time. However, please note that the fluid applied roofing on the admin. building should run up the parapet wall to the underside of the existing parapet cap flashing at all parapet wall locations – see image below.

3. The metal roof system on the Administration Building appears to be fastened only along laps and may deflect under the proposed coating. Will the roof system on the Administration Building need to be stabilized or reinforced prior to the liquid applications?

We do not believe any extra securement is necessary, unless recommended by the new roofing manufacturer. Additional securement will likely compromise the integrity of the underlying metal roof system. The new coating system has some built in flexibility to help accommodate this as well.

4. Will the bid need to be submitted with a separate bid price for each of the 5 bid items, i.e., admin building, fire dispatch -work out building, etc.?

Yes, see the bid schedule for bid line items.

5. Will a third party be required to monitor aspects of the project?

LPI certification of the lightning protection system requires a signature by a representative of the owner at multiple stages of installation and by their third-party field staff. UL certification of the lightning protection system requires inspection by their third-party field staff after completion of the installation.

The roofing portion of the contract does not require a third-party inspection, but the contractor must provide a person with requisite training and experience to implement and manage quality assurance (QA) and quality control (QC) for the project.

6. Does the term “joint sealant” refer only to specific water proofing of control joints or does it also relate to other aspects of the building such as brick work?

The contractor is to provide sealants as required by the Specification to ensure weather tightness and water resistance of the roof systems. Please see page

079200 – 1 of the Specification for more details.

7. Do the roof systems of the Fuels Building and Ready Room Building need to be demolished and rebuilt, or can their existing roofs be covered with the same silicone coating that will be applied to the Administration Building.

The roof systems of the Fuels Building and Ready Room Building will require new cover board and thermoplastic membrane for the entirety of the roof as per their respective drawings.

8. Is Gaco Western S4200 silicone coating an acceptable substitution for the

Uniflex Fluid Applied Roofing Systems; Rubberized Silicone Roof Coating 44-

300.

We typically do not do pre-approved substitutions during the bidding process.

If the proposed material meets specification, then please bid accordingly.

9. Is there a specific labor rate sheet for this job?

The General Decision Number: ID20210025 02/26/2021 is included in the solicitation.

10. Does the lightning protection system on the Fire Dispatch and Workout

Buildings need to be removed?

Yes. See Roof Plan Notes on the Fire Dispatch and Workout Building Drawing.

11. The silicone coating that the Specification calls out to be installed on the Fire

Dispatch and Workout Buildings will make it impossible to attach a new lightening protection system without creating countless penetrations through the newly coated roof. How are we to install the lightning protection system and maintain the roof manufacturer requirements for a 20-year warranty?

The lightning protection will be fastened through the existing roof after the coating is installed. Non-curing sealant is to be placed on the underside before securing lightning protection.
