DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
The Bureau of Land Management is looking to establish Blanket Purchase Agreement(s) for Photo/ Video Services. The vendor shall furnish these services at remote rangeland and forest locations throughout Idaho, at various BLM offices and facilities, and at the contractor’s office when requested by the contracting officer or authorized representative of the contracting officer during the period from September 14, 2020 to September 30, 2025. This agreement covers a period of one (1) base year plus four (4) option years from time of award.
Qualified photographers and/or videographers must have the capability to shoot still photographs and/or video sometimes on very short notice (often 24 to 48 hours); to travel to remote rangeland and/or forest locations throughout Idaho by personal vehicle or government conveyance; to endure high and low temperatures, to hike for moderate to long distances in steep terrain carrying gear needed for safety, sustenance, and to perform the work; and to shoot still photographs and/or video from fixed wing aircraft or helicopters, if needed.
The Contractor shall supply all labor, equipment, supplies, and incidentals necessary to provide public land management and public land management related still photography and/or video services to the Bureau of Land Management (BLM). The Contractor will be required to shoot still photographs and/or video of a variety of activities and events occurring on public land the BLM manages in Idaho, including but not limited to livestock grazing; mining; forestry; recreation; cadastral survey; wildlife habitat projects; wild horse gathers, releases, and adoptions; prescribed fires and wildfire suppression; emergency stabilization and rehabilitation; archaeology;
volunteer projects; visits and tours by government agency leaders and elected officials; conferences, and;
trainings.
Photo: The Contractor must have the capability to provide the BLM with both original raw files such as CRWs, NEFs, SR2s, SRFs, etc. if applicable and photographer’s selections of high resolution digital still jpeg photographs. The minimum image resolution must be higher than 3000 pixels at image’s widest length.
Photographs taken by the Contractor shall be of sufficient quality both in terms of composition, exposure and image resolution for national and local printed publications, websites, digital presentations, social media, and in four and five color printing processes.
Video: The Contractor must provide the BLM with a minimum of 720p HD digital video files or higher and 192-bit audio that meet industry standards for broadcast television. Dependent on request of customer, the contractor will provide raw footage or b-roll in addition to completed video productions. The video shall be of sufficient quality in terms of exposure, composition, audio, and video resolution acceptable for broadcast by local and national news organizations, training and educational videos, websites, and social media.
When shooting still photographs and/or videos of wildfires, prescribed fires, wild horse gathers or releases, or other “breaking news” events, if requested by BLM Idaho staff, Contractors shall post still photographs and/or rough edited video clips after they are shot on web sites or ftp sites or provide them on discs, flash drives, external hard drives, or other portable stored memory devices to BLM Idaho staff or an Incident Management Team for posting on BLM Idaho web pages, social media accounts, InciWeb, and/or other government digital platforms;
use in documents and presentations; and other government purposes. The time period within which this work must be accomplished shall be negotiated between the photographer and/or videographer and BLM Idaho staff or an Incident Management Team based on BLM Idaho or Incident Management Team needs, availability of internet connections, and other relevant factors.
BLM Idaho staff may request still photographers that have still cameras capable of shooting video to shoot up to three videos of no more than two minutes each in length on each day they are shooting still photographs for posting on BLM Idaho web pages, BLM Idaho social media accounts, InciWeb and/or other government digital platforms, and for other government purposes. When shooting these videos, still photographer contractors are not required to meet the same standards that video contractors are required to meet as these videos are not intended for use in video productions.

Digital still photographs and/or videos shall be individually catalogued by project name, month and year shot, keyword descriptors, and location to facilitate storage and retrieval.
For each still photography task order, the Contractor shall provide the ordering unit (i.e. BLM Idaho District or Field Office, Incident Management Team, etc.) and the BLM Idaho State Office in Boise, Idaho, with one binder each containing printed and labeled thumbnails of all of the still digital photographs and discs, flash drives, external hard drives, or other portable stored memory devices containing the digital still photographs with labels that clearly indicate their content. For each task order, Contractors will be reimbursed only for the actual costs of producing a total of two sets of binders and portable stored memory devices. Individuals requesting additional binders or portable stored memory devices from Contractors must make separate arrangements with Contractors to purchase them.
The Government has unlimited rights to the still photographs; to use, disclose, reproduce, and prepare derivative works of the still photographs; and to distribute copies of the still photographs to the public and perform and display them publicly, in any not-for-profit manner or purpose whatsoever. 2. Contractor Performance Assessment Reporting System (Dec 2015)
(a) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
(b) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
(c) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
(d) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
(e) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
(1) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
(2) Your comments should focus on objective facts in…
