About this file
This is a Questions and Answers document for federal contract opportunity 140L1726Q0046 issued by the Bureau of Land Management (BLM) New Mexico Rio Puerco Field Office (RPFO) for the procurement of welded steel cattleguards.
The procurement requires the supply and delivery of three complete cattle-guard systems, with each unit including a steel grid, wings, and precast concrete bases. The advertised delivery date is December 30, 2026, which is a BLM Use-or-Lose date; however, the government will consider lead time requests if they represent a trend among responsive quotes. This is a commercially available items procurement for supply and delivery only, with no field installation required. Partial deliveries are acceptable to accommodate freight carrier coordination for gated facility access, though invoicing and payment will not occur until the full quantity has been delivered, inspected, and accepted. Offerors may submit relevant manufacturing experience and past performance from their proposed cattle-guard manufacturer or key supplier in Volume II, though it is preferable to include the bidder's, vendor's, or broker's own past performance if available. The technical evaluation will focus solely on specification-compliant commercial items and their delivery, excluding any inadvertently included language regarding herbicide application that appeared on page 6 of the solicitation.
