About this file

This document is a solicitation specification for the Bureau of Land Management's LO7 Kids OHV Course project located 4 miles south of Meeker, Colorado. The project aims to construct safe, traversable Off-Highway Vehicle (OHV) trails specifically designed for children and beginners, featuring two trail sections: "Kids Corner" and "Beginner Plus". The course will progressively increase in difficulty, incorporating fundamental riding skills like starting, stopping, steering, and obstacle navigation with small hills, rocks, and ramps.

The project is a Total Small Business Set-Aside with a rough order of magnitude between $25,000 and $100,000. The period of performance is from October 1st to November 3rd, 2025, with work occurring Monday through Friday. Contractors must demonstrate experience in OHV skills course design, submit a portfolio of two relevant projects, and provide evidence of skid steer operation proficiency. The trails will be approximately 1 mile in length, classified as a one-lane Class 4 Trail with a native surface, and designed to accommodate side-by-side vehicles while minimizing environmental disturbance.

Section 1 – Scope of Work

PREFACE

These guidelines are issued primarily for outdoor regular maintenance of roads, recreation sites and administrative facilities on Bureau of Land Management (BLM) property.

Construction contracts of the BLM are also governed by the following regulations:

● Federal Acquisition Regulation (FAR), Title 48, Code of Federal Regulations, Chapter 1

The FAR regulations are not included in these guidelines. A complete copy of the FAR is available from the Superintendent of Documents, Congressional Sales Office, U.S. Government Printing Office, Washington, DC 20402.

Scope of Work

Project Objective The objective of this project is to construct safe and traversable Off-Highway Vehicle (OHV) trails for children and beginners within the LO7 Open OHV Area. The design will incorporate various features, including basic riding techniques such as starting, stopping, and steering, along with obstacle navigation that includes small hills, rocks, and ramps. The course will progressively increase in difficulty to build confidence and competencies in young riders, as well as provide opportunities for practicing uphill and downhill maneuvers.

Location LO7 Open OHV Area is located 4 miles South of Meeker Colorado. The Lat/Long of LO7 Open OHV Area is located at: 39°58'25.28"N 107°55'35.61"W

The start of the “Kids Corner” trail is located at: 39°58'22.90"N 107°55'28.37"W.

The start of the “Beginner Plus” trail is located at: 39°58'23.62"N 107°55'35.87"W.

Site Conditions The LO7 Open OHV area is a designated space where individuals can engage in recreational activities using various types of off-highway vehicles, such as ATVs, dirt bikes, and UTVs. These areas are specifically designed to provide a safe, enjoyable, and environmentally responsible environment for enthusiasts while minimizing conflicts with other land uses and preserving natural resources. The BLM is investing to promote safe riding and skill acquisition for children and beginners.

The field office has carefully identified and designated two pathways within the open Off-Highway Vehicle (OHV) area that is specifically tailored to accommodate children and beginners. This pathway has been selected based on safety assessments and suitability for young riders and beginners, ensuring that it provides a secure environment for their recreational activities.

The primary objective of this contract is to construct a comprehensive course that not only offers an engaging riding experience but also emphasizes the safe development of essential OHV skills for children and beginners. This course will focus on various skill sets, including but not limited to:

1. Basic Riding Techniques: Instruction on fundamental riding skills, such as balance, steering, and control of the vehicle, to build confidence in young riders.

2. Obstacle Navigation: Incorporation of controlled obstacles and challenges that allow children to practice maneuvering their vehicles in a safe and supervised environment, enhancing their handling skills.

By fostering a safe and supportive environment, this initiative aims to promote lifelong skills and a positive attitude towards outdoor recreation among children and beginners.

Access to Trail and Staging Areas

Given that this project is situated within an open Off-Highway Vehicle (OHV) area, numerous pathways have been established by OHV users over time. The operator should prioritize the use of existing paths whenever possible, thereby reducing the need for new disturbances and protecting the integrity of undisturbed vegetation.

Map A map will be provided in section 2 to visually show the trail locations, and the start and stop of the project.

After Award/Issuance of Notice to Proceed (NTP) The Contractor shall submit the documents listed in this section for approval within 14 calendar days.

1. Project Schedule. List the principal project tasks in rough chronological order and show the duration (number of days) anticipated start and end time dates for each task. Update the schedule to indicate planned verses actual accomplishments as the project progresses. Such outlines and revisions shall be in sufficient detail to enable the COR to judge as to the adequacy of the Contractor's operations and to anticipate such conditions as may tend to impair or retard the progress and completion of the work.

2. Single Point-of-Contact: Designate in writing, the Contractor’s single point-of-contact for the project, typically the Project Manager who will see the project through construction. Submit the contact’s name, email, mailing, address and telephone number(s) to the CO and COR.

3. List of Key Project Personnel and their responsibilities.

4. List of Subcontractors and their responsibilities.
