CO-921 SOLID MINERALS MINING SOFTWARE
SCOPE OF WORK
1. STATEMENT OF OBJECTIVES AND GENERAL REQUIREMENTS
A mining-based software is needed for BLM COSO, in order to evaluate and adequately understand development at mine sites, be able to analyze mining proposals and modifications from operators and verify production.
2. SCOPE OF CONTRACT
The contractor shall furnish the required software, accompanied with adequate instruction and support with the initial effort.
The software needs to support the below actions, at a minimum:
a. Currently utilized in industry as a standard, not specialized.
b. Evaluation of different mining techniques for different mineral resources.
c. Create geologic models – cross sections, verify pit design, evaluate seam splits
d. Verify calculations of underground mine reserves and overburden
e. Model subsidence
f. Calculate volumes of spoil and product piles
g. Analyze strip ratios
h. Surface and underground mine reserve calculations
i. Calculate cut and fill volumes and create maps based on the results
Maintenance and support for this software will be needed for five years following the initial purchase period. Maintenance and support will include, but not be limited to, software updates, resolving technical issues, provide assistance for user questions/challenges, etc.
3. MINIMUM SPECS REQUIRED FOR SOFTWARE
a. Needs to be already approved BLM software and cannot be web-based.
b. Works with current AutoCAD file formats; .dwg and .dxf files
c. Capable of doing coordinate conversion between standard survey and site-specific coordinate systems
d. Capable of creating topographic, coal surface, and quality grid files from drill holes and/or survey data
e. Reports volume and quality data for specified areas
f. Capable of designing benched pits for surface mines and room and pillar/longwall panel layouts for underground mines
4. CONTRACT PERIOD
Delivery of the software will be initiated as soon as possible, but no later than 14 days after contract award.
Maintenance and support will be ongoing requirements post purchase of the software, for five years following the initial period.
5. BLM WILL FURNISH OR PROVIDE THE FOLLOWING
IT support to receive the software when provided by the contractor.
6. CONTRACTOR WILL FURNISH
a. Technical expertise and support for installing and supporting the product.
b. Key personnel to work on the project:
i. The Contractor shall identify and assign to this contract key personnel that can adequately accomplish the initial product delivery.
ii. The Contractor shall identify and assign to this contract key personnel that can adequately provide the needed support and maintenance for five years following the initial purchase timeframe.
iii. The Contractor shall make no diversion of key personnel without the written consent of the Contracting Officer. If applicable, the contract will be modified to reflect any approved changes of key personnel.
iv. The Contractor's contractor representative shall be fully conversant in the English language.
7. FEDERAL HOLIDAYS
BLM staff will not be accessible during weekends or on recognized Federal Holidays, which consist of the following: New Year’s Day, Birthday of Martin Luther King Jr., Washington’s Birthday, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day. If a holiday falls on a Saturday or Sunday, then either the Friday preceding Saturday or Monday following Sunday will be treated as a holiday.
8. STATUS REPORT
A regular brief check-in of the project status and requirements will be provided periodically as needed.
This check-in can consist of an email, aphone call, a meeting, or any other method that is agreed upon in the communication.
9. DELIVERABLE
Appropriate software licensing and certification for initial purchase and outyear support and maintenance.
10. PAYMENT
Payment will be based on the contractor meeting the specifications and timeline outlined in the contract.
