BACKGROUND
The Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Public Law 91-646), as amended, was enacted to provide uniform and equitable treatment of persons displaced by Federal or Federally assisted programs and to establish uniform and equitable land acquisition policies for Federal or Federally assisted programs. All Federal agencies must comply with the policies and provisions set forth in the Uniform Act and its amendments.
The controlling Federal authority for Uniform Relocation Assistance and Real Property Acquisition for Federal and Federally assisted programs is Section 213, Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, Public Law 91-646, 84. Stat.
1894 (42 U.S.C. 4601) as amended by the Surface Transportation and Uniform Relocation Assistance Act of 1987, Title IV of Public Law 100-17, 101 Stat. 246-256 (42 U.S.C. 4601 note).
To support the Bureau of Land Management’s (BLM) overall goal to comply with the Uniform Act for the Escalante Ranch Acquisition, relocation assessment and estimated relocation benefits and services should be calculated prior to or during the land purchase and transaction. To facilitate this process, BLM seeks assistance with relocation assessments and calculation of relocation benefits and services estimates. The relocation assessment and relocation benefits and services estimates will include an analysis of property for displaced person(s) eligible for relocation assistance and calculation of relocation benefits and services estimates for eligible displaced person(s). The analysis should not include the landowner of the property and only person(s) being displaced by the project i.e., occupants, tenants and lessees. The goal of the relocation assessment is to analysis the property for displaced person(s) eligible for relocation assistance and the goal of the calculation of relocation benefits and services estimates is to estimate costs for replacement housing, moving costs and other relocation services benefits to help conduct and complete the relocation portion of the land transaction. Relocation services and relocation benefits estimates should be conducted by a learned professional who is familiar with the Uniform Act and all processes and procedures for relocation.
All relocation services will be performed according to regulations and laws as stated in the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (the Act), and as adopted by Colorado State law, unless otherwise directed by the client.
CONTRACT RELOCATION SERVICES
Provide for the comprehensive management of relocation assistance for an estimated four (4) residential household moves, requiring compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended.
0. BASE EFFORT: Meet with BLM Realty Specialists (Jana Moe and Ashton Johnston) for an initial consultation to gather information regarding the landowner, potential displaced person(s), and the status of the proposed Escalante Ranch Acquisition.
1. BASE EFFORT: Meet with potential displaced person(s) at their residence to provide notice and explain the relocation process and benefits, ascertain their desires, intentions and needs. Conduct interviews and determine number of displaced person(s) eligible for relocation benefits and services. Maintain ongoing dialogue and contact with BLM Realty Specialists (Jana Moe and Ashton Johnston) and the displacees throughout the process.
2. BASE EFFORT: Provide regular progress updates by phone or email, bi-monthly and as needed. Provide summary documentation of relocation assessment findings once complete. Advise BLM immediately of any unique issues that are encountered along the way during the relocation process.
3. OPTION EFFORT: Calculation of relocation benefits and services for eligible displaced person(s) under the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970. This includes but is not limited to: all phases of Relocation Assistance Advisory Services and Financial Assistance to Replacement Housing Payment to include Price Differential Payment, Mortgage Interest Differential Payment, and Incidental Expenses. Additionally, provide information for moving costs of personal property using the Fixed Residential Move Cost Schedule, or a commercial moving company based on estimates received or a hybrid move combination of the self-move and the commercial company move. Assist displacees in preparation of any and all relocation claim forms required for reimbursement payments from the Bureau of Land Management relocation account.

5. Final File Disposition. Submit copies of all relocation documents created and completed to BLM Realty Specialists (Jana Moe and Ashton Johnston).
6. Must be registered in www.sam.gov in order for us to award a contract for these services.
OPTION WORK
There are two options for work under this contract; the base effort and the option effort. All options for additional work must follow the requirements of this SOW as specified for the base effort. At the option of the Government, the scope of work performed under this contract may be increased by the Contracting Officer to include one or all of the following:
1. Base Effort (items 1-2 from above)
2. Option Effort (items 3-4 from above)
3. Items 5-7 from above apply to both the Base Effort and the Option Effort
SCHEDULE
Meeting with potential displaced person(s) and conducting interviews in base effort should occur within 60 days of an award for contract. It is expected that the base effort will be in effect until or completed upon the BLM’s closing and recordation of deed of the acquired real estate described in Escalante Ranch Acquisition. It is further expected that the option effort will be completed within 90-180 days, or a set time decided by the relocation firm and the BLM Realty Specialist, following the closing and recordation of deed of the acquired real estate described in Escalante Ranch Acquisition. This timeline can be delayed or extended with mutual agreement of all involved parties and will be documented through contracting procedures.
SUBJECT PROPERTY
Bridgeport House Mesa County Assessor’s Parcel Number 3229-071-00-001 (Bridgeport House) is improved with one farm residence and one equipment shed. The residence contains 1,985 square feet, two bedrooms, one bathroom, and was built in 1910. It contains a wood frame, shingle roof, carpet, laminate, and concrete flooring, plaster painted walls, and plaster painted and acoustic tile ceilings. The equipment shed (Pole Barn) is a 3,200 square foot class D metal shed in average condition. Utilities serving the http://www.sam.gov/ residence are unknown. One adult employee-occupant lives in this residence. The address is: 36503 39 Rd, Whitewater, CO 81527.
McHugh House Delta County Assessor’s Parcel Number 3231-304-00-003 (McHugh House) is improved with one small farm/ranch residence. It was originally constructed in 1948 (masonry block portion of house) and contains two bedrooms and two bathrooms. The original house contains 609 square feet, there have been several additions, and the laundry room has been attached to the shop, which is currently utilized as a living room. The main house contains drywall painted and wood paneled interior walls, laminate, wood, and carpet flooring. The kitchen was remodeled in 2021. It has metal roof. House recently renovated with new windows, doors, and interior finish. There is a recently constructed combination garage/shop building attached to the residence by an enclosed breezeway/porch; two-tone metal exterior, metal roof, electricity, one overhead door. The shop is wood frame covered in drywall, with a concrete floor. Utilities serving the residence are unknown. Two adult employee-occupants live in this residence. The address is: 7061 650 Rd, Delta, CO 81416.
McCarty House Delta County Assessor’s Parcel Number 3459-202-00-001 (McCarty House) is a two-bedroom, one-bathroom modular home with wood laminate, tile, and carpet floors, drywall interior walls, and vermiculite (acoustic) and drywall ceilings. It was remodeled four years ago and contains forced air/central heating and cooling. Two farm support buildings are 384 square feet each, one is 960 square feet, and one (Pole Barn) is 3,024 square feet. The Pole Barn was built in 2014 and contains a wood frame, metal siding/roof, and concrete floors, and a 16-foot garage door. Utilities serving the residence are unknown. One adult employee-occupant, their spouse and one child live in this residence. The address is: 5524 650 Rd, Delta, CO 81416.
Huffington House Delta County Assessor’s Parcel Number 3459-292-00-001 (Huffington House) is a small farmhouse, located just past Escalante Rim Road turnoff, surrounded by historic orchards. The Huffington House contains 768 square feet and was built in 1916. It has wood siding and a metal roof and contains three bedrooms, and one bathroom. The interior contains drywall painted walls and ceilings, vinyl/laminate, carpet, and wood flooring. Garage/shop building also located at this site. Utilities serving the residence are unknown. One adult employee-occupant lives at this residence in their personally owned 5th wheel trailer. The address is: 4186 650 Rd, Delta, CO 81416.
