About this file

This is a Salient Characteristics document specifying brand-name-or-equal geosynthetic materials required for the Osborne Overlook Parking Stabilization project, a supply-only purchase by the Department of the Interior Bureau of Land Management California Region for delivery to Dos Palmas Preserve within 90 days after receipt of order.

The solicitation requires four primary geosynthetic components: (1) Geocells equivalent to Geoweb GW30V80829P (8" deep, 8 cells wide, 29 cells long, 8.5' x 27' dimensions) constructed of high-density polyethylene with interconnected cells, perforated cell walls for drainage, and textured surfaces for enhanced friction; (2) ATRA anchors or equivalent speed stakes (16") manufactured as one-piece injection-molded units from HDPE polymer with engineered barbs, minimum tensile strength of 14.5 kips, and flat flanged heads designed for rapid pneumatic installation; (3) ATRA keys or equivalent connectors molded from HDPE, engineered to be three times stronger than industrial staples with tool-free installation requiring only a 90-degree manual turn-and-lock mechanism; and (4) Nonwoven geotextile equivalent to Mirafi 160N (15' x 300' rolls) of needlepunched polypropylene meeting AASHTO M288 Class 2 survivability standards with specified grab tensile strength (160 lb MD/CD), tear strength (60 lb trapezoid), CBR puncture resistance (410 lb), permittivity (1.5 s⁻¹), and 70% UV tensile strength retention at 500 hours. Bidders must submit OEM technical data sheets confirming compliance with specified ASTM and AASHTO standards, identify brand/make/model for each item, and clearly describe any modifications used to meet salient requirements.

SALIENT CHARACTERISTICS (Brand Name or Equal)

A. Geocell (Brand Name or Equal to Geoweb GW30V80829P; 8” deep x 8 cells wide x 29 cells long; Long Normal Dimensions 8.5'x27')

· 3D Cellular Network: Interconnected cells confine soils, aggregates, or concrete horizontally and vertically to prevent lateral movement and shear.

· Perforated Cell Walls: Engineered hole patterns allow lateral drainage in saturated soils, increase root lock-up for vegetation, and improve frictional interlock with aggregates or concrete.

· Textured Surfaces: Textured cell walls enhance friction against infill materials to maximize stability and structural integrity.

· High-Density Polyethylene (HDPE) Composition: Made from virgin or high-grade polymer material providing high tensile strength, environmental stress crack resistance, and durability against natural forces.

· Specialized Accessories Integration: Utilizes components like ATRA Keys for fast panel connection and tendon clips for anchoring on steep slopes or geomembranes.

· Flexibility and Conformability: Flexible panel design accommodates differential soil settling and matches natural landscape contours.

B. Anchors (Brand Name or Equal to ATRA anchors speed stakes, 16”)

· One-Piece Molded Unit: They are injection-molded as a single unit. This entirely eliminates the need for on-site assembly, bending rebar, or attaching separate clips.

· Specialty Polymer Alloy: Made from a highly durable, high-density polyethylene (HDPE) polymer blend. This makes them fully corrosion-resistant and non-conductive, allowing them to survive long-term in wet, acidic, or saltwater environments where steel would degrade.

· Engineered Barbs: The shaft features built-in barbs and an optimized shape that provides superior resistance to sliding, uplift forces, and soil pull-out compared to smooth steel.

· Rebar Equivalency: Due to their specialized anchoring shape, they outperform traditional steel rods.

· High Strength: They feature a minimum tensile strength of 14.5 kips (100 MPa) and a minimum bending strength of 575 lbf (2,550 N).

· Fast and Low-Impact Driving: The stakes feature a pointed tip that easily punctures underlying geotextile fabrics. They are designed to be driven rapidly using pneumatic Hilti or SDS-compatible power drivers outfitted with a specialized ATRA Gad attachment.

· Logistical Advantages: Being made of polymer, they are substantially lighter than steel rebar. This significantly reduces freight shipping costs and minimizes worker fatigue during manual handling on slopes.

· Flat Flanged Head: The top of the stake features a flat polymeric head. Unlike exposed, sharp rebar "J-hooks," this flat head creates a flush, secure connection over the geocell wall and eliminates the risk of tire punctures in permanent load-support applications.

C. Connectors (Brand Name or Equal to ATRA keys)

· High Joint Integrity: It is engineered to be three times stronger than industrial staples or zip ties.

· Failure Prevention: The design provides robust resistance to the three primary modes of mechanical junction failure: shearing, splitting, and peeling.

· Anti-Separation: The interlocking connection distributes load transfers permanently, effectively eliminating the risk of a "zipper effect" where individual staples disengage under stress.

· High-Density Polyethylene (HDPE): Molded from a non-reactive, chemically inert polymeric material, the keys will not corrode, rust, or degrade over time.

· Weather & UV Resistant: Formulated to withstand harsh environmental exposure, weathering, and ultraviolet radiation, ensuring the connection lasts for the full lifespan of the geocell installation.

· Tool-Free, Quick Installation: ATRA Keys are three times faster to install than staples. They fit seamlessly into the predefined "I-slots" of GEOWEB walls and require only a simple 90-degree manual turn and lock mechanism.

· Single-Worker Operation: Standard stapling usually requires a two-person crew (one to hold sections together, one to operate the compressor/stapler). The ATRA Key requires only one installer.

· No Heavy Equipment: It completely eliminates the need for air compressors, generators, pneumatic hoses, or power sources on-site, significantly cutting equipment costs and improving mobility on steep slopes.

D. Nonwoven Geotextile (Brand Name or Equal to Mirafi 160N, 15' × 300' rolls)

· Fabric: needle‑punched polypropylene nonwoven; shall meet AASHTO M288 Class 2 survivability.

· Strength/survivability (MARV): grab tensile ≥160 lb MD/CD; elongation ≥50%; trapezoid tear ≥60 lb; CBR puncture ≥410 lb.

· Hydraulic properties: AOS ≤ US Sieve 70 (0.212 mm); permittivity ≥1.5 s⁻¹; flow rate ≥110 gal/min/ft².

· UV resistance: ≥70% tensile strength retained at 500 hours (≥70% minimum required).

· Roll size: nominal 15' × 300' (500 yd²).

· Equal product note (geotextile): “Equals” shall meet all AASHTO M288 Class 2 survivability and hydraulic values listed above and provide OEM datasheets confirming test methods and MARV values.

· Submission with quote (for 52.211‑6 evaluation)

· Provide OEM technical data sheets for each item that explicitly show compliance with the salients (e.g., ASTM D5199 for geocell strip thickness; ASTM D1693 for ESCR; ASTM D4632/D4533/D6241 for nonwoven strength; ASTM D4491 for permittivity/flow; AASHTO M288 Class 2 statement).

· Identify brand/make/model for each offered item and clearly describe any modifications used to meet these requirements.
