About this file
This is Amendment 0003 to a federal solicitation for Northern California Janitorial Services issued by the Bureau of Land Management (BLM), California State Office. The amendment provides clarifications and answers to 22 vendor questions regarding the scope of work, performance requirements, and contract terms.
The contract covers weekly cleaning services at six BLM recreation and management sites in Northern California, servicing eight vault toilets total (located at Headwaters Forest Reserve, South Spit Management Area, Lost Coast Headlands, Wahluphl Lighthouse Ranch, and Ma-le'l Dunes). The contractor must provide all cleaning supplies, materials, and consumables, including disinfectants, deodorizers, paper products, and trash liners. The Government does not furnish equipment, materials, or supplies. The base period of performance runs from August 1, 2026, to July 31, 2027, with four option years. Award will be made on a lowest-price technically acceptable basis using total pricing from all line items including options. Invoicing occurs monthly, and the contractor must haul collected refuse to the Humboldt Waste Management Authority in Eureka, California, where BLM maintains an account for billing. The contractor has flexibility in scheduling weekly cleaning service (timing within the week), provided BLM's preference for beginning-of-week or end-of-week scheduling is considered for workforce coordination. The incumbent contractor, Brown Point Facility Management (Contract 140L1221F0007), was awarded $230,600.00 for the base plus four option periods. The site visit was held on July 15, 2026, and questions were due by July 22, 2026, at 11:00 AM Pacific Standard Time, with quotes due July 29, 2026.

1. Q: Period of Performance Start Date
Clarification: The PWS states the "Period of
Performance shall be for one (1) Base Year and four (4) Option Years," but does not specify the start and end dates. The SF-18 shows the base year as "08/01/2026 to 07/31/2027," yet line item 0001 lists "Delivery: 09/30/2026" and
"Period of Performance: 05/29/2026 to
09/30/2026." Please clarify: (a) the correct base-year start and end dates, and (b) whether performance begins August 1, 2026, or an earlier date.
A: Answered in Amendment 1. An anticipated start to the base period is August 1, 2026, but will be determined based on the award date.
The based period will be a full 12-month period of performance.
2. Q: Cleaning Frequency Confirmation: The
Cleaning Schedule (Exhibit 3) lists eight (8) sites to be serviced once per week (two sites at Headwaters Forest Reserve, two at South Spit

(C) locations requiring weekly visits, or are some pairs counted as a single site? Please confirm the total number of weekly service stops.
A: Cleaning Frequency: There are six (6) BLM
Recreation/Management areas (Day use only) and a Total of eight (8) Vault toilets. (Headwaters has two Vault Toilets, South Spit has two Vault
Toilets, Lost Coast Headlands has Two Vault
Toilets, Waluphl Light house Ranch has one
Vault toilet, Ma-le'l Dunes has one Vault
Toilet) The 8 vault toilets require cleaning once per week. These 6 areas need to be visited once per week to clean all 8 Vault toilets once per week. Toilets do not flush.
Note: The cleaning does not need to be done in one day, the service can be divided over two or three days if the contractor desires. If each
Vault Toilet within those 6 areas is serviced once per week. Our BLM Park Ranger can clean all 8 vault toilets in one day, but the contractor is not expected to complete it in one day.
3. Q: Vault Toilet Pumping/Waste Removal: The
PWS covers restroom cleaning, trash/recycling removal, and supply stocking. It does not mention pumping or hauling vault toilet waste.
Is pumping/disposal of vault toilet waste the contractor's responsibility under this contract, or does BLM arrange that separately?
If it is the contractor's responsibility, please specify expected frequency and disposal procedures.
A: BLM has a separate contract for Vault pumping that is already in service. In no way does the Janitorial Contract involve pumping or waste removal.
4. Q: Government-Furnished Cleaning Supplies:
PWS Section 6.0 states the Government will provide "an area for storage of limited supplies," but does not say whether the
Government furnishes consumable cleaning supplies (disinfectants, deodorizers, paper products, trash liners, etc.) or whether the contractor must provide all cleaning supplies.
Please clarify who provides (a) restroom paper

6. Q: Incumbent Contractor Information: Is there an incumbent contractor currently fulfilling this requirement? If so, may we have the current contract number and, if publicly available or releasable under FOIA/USA spending, the most recently awarded contract value and annual value/period of performance?
A: The award number is 140L1221F0007, awarded to Brown Point Facility Management for base plus four option periods for the value of
$230,600.00.
7. Q: Award Basis (Aggregate vs. Line-Item):
Will award be made on the aggregate (lowest evaluated total price across base + options), or will the Government evaluate and potentially award line-by-line? RFO 52.212-2 states the

11. Q: Will photographs or measurements of each site be provided following the site visit for vendors unable to attend?
A: There are not any photographs from the site visit.
12. Q: Are there any mileage estimates or historical route information available for the weekly service of all locations?
A: GPS coordinates are available in PWS to assess the distance of travel between sites.
Here are the 6 recreation sites with a distance in miles from Eureka, Ca.
Lost Coast Headlands- 25 miles
Lighthouse Ranch Wahluphl- 15 miles
South Spit- 20 miles
Headwaters- 10 miles
Ma-le'l Dunes- 7 miles

16. Q: Site Accessibility-Are all recreation sites accessible by standard pickup or cargo van throughout the year, or are there seasonal road closures or access restrictions that should be considered?
A: All Sites except Elk River Rd are accessible throughout the year unless there is a rare act of nature such as extreme flooding. Elk River
Road to Headwaters is known to flood once every year in the wintertime with road closure for a very short period.
17. Q: Water and Utilities-Is water and electrical utilities available at every service location throughout the year?
A: Water and utilities are not present at every site.
18. A: Emergency or unscheduled services-Does the Government anticipate requiring emergency cleanups, vandalism response or additional unscheduled service? If so, how will those services be authorized and compensated?
A: The Government expects the contractor to take responsibility and to clean their OWN hazardous or emergency spills and will ensure the cleanup is done sufficiently. If the contractor discovers a hazardous spill/Illegal waste dump or vandalism, the contractor is NOT expected to take on such situations, Do Not proceed with Janitorial Service if unsafe, but to notify the CO, COR, POC when discovered as soon as possible. Unscheduled service calls will not be performed; We have BLM Staff available if extra cleaning is required.

20. Q: May the contractor determine the specific day of the week for each sites weekly service, provided all required cleaning frequencies are met?
A: The contractor may choose the days to perform the service at each site; however, BLM prefers that the day(s) are either at the beginning of the week or at the end of the week. This way our staff can perform cleaning duties at the opposite ends of the week to maintain consistently clean Rec Sites and
Toilets throughout the week.
21. Q: Holiday Service: If a scheduled cleaning day falls on a federal holiday, should the service be performed before, after, or on the next business day?
A: The contractor is only required to perform cleaning once a month. Just notify COR and they will work with the contractor for a change to their cleaning date.
22. Q: Is the contractor responsible only for emptying receptacles into onsite dumpsters, or must all refuse be hauled offsite and disposed of at the contractor's expense:
A: The Contractor will bring the collected refuse to the Humboldt Waste Management
Authority in the nearby city of Eureka, Ca.
BLM has an account that the refuse disposal will be billed too.
