About this file
This is a Performance Work Statement (PWS) for a Bureau of Land Management contract to assess and document pictograph sites damaged by the 2025 Madre Fire in the Carrizo Plain National Monument, San Luis Obispo County, California. The contract requires the contractor to complete impact assessments and management recommendations for 15 rock art sites affected by the fire, with a one-year period of performance initiated upon award. The work involves three primary tasks: (1) detailed site documentation using digital photography exceeding 20 megapixels to capture overall conditions and allow comparison with pre-fire baseline records without disturbing the sites; (2) condition assessments of rock art panels identifying specific damage from fire, weathering, erosion, salt, mechanical impacts, and biological factors, consistent with previous assessment methodologies; and (3) preparation of technical reports meeting Secretary of the Interior and California Office of Historic Preservation standards, with draft reports submitted at 60 days and final reports at one year following award.
The Principal Investigator must possess formal training in rock art conservation, materials-based pigment condition assessment procedures, and fire-related environmental effects on pictographs, with demonstrated completion of similar projects. The archaeological field director and crew must meet Secretary of the Interior professional standards with at least six months of relevant California Central Coast experience. All deliverables become government property with no contractor copyright claims permitted. The payment schedule provides 60 percent upon draft report acceptance and 40 percent upon final report completion. The contractor must furnish all personnel, equipment, materials, and transportation except for government-provided access placards, gate keys, GIS data, reference reports, and accommodations. Work must occur during daylight hours, with field access requiring minimum five-day advance notice to BLM, and vehicle use restricted to existing roads with standard passenger vehicles preferred.

SECTION 1.0 Background on the Government’s Requirement
The Bureau of Land Management (BLM) has the responsibility to manage cultural resources located on public lands under the jurisdiction of the Bakersfield Field Office, pursuant to the National Historic Preservation Act (NHPA) (Sections 106 and 110), Archaeological Resources Protection Act (Section 14) and Executive Order 11593. Land use planning guidelines in Manuals 1601 and 8100 place emphasis on BLM’s responsibility to identify and manage cultural resources known or expected within the Carrizo Plain Resource Management Plan area.
The Carrizo Plain National Monument (CPNM) is located in central California within Kern and San Luis Obispo Counties. See Figure 1 for location. This area includes approximately 250,000 acres of public land managed by the Bureau of Land Management, Bakersfield Field Office (BLM). The CPNM is notable for significant natural and cultural resource values. Among these are the many Native American heritage sites that comprise the Carrizo Plain Archaeological District National Historic Landmark (NHL). In 2025, the Madre Fire burned over 80,000 acres of BLM and United States Forest Service land. This impacted over 100 cultural sites, including many within the NHL. Following post burn field survey it was determined that 15 pictograph sites were affected.
SECTION 2.0 General Scope of Work
