About this file
This document is Amendment 0002 to a federal solicitation for potable water delivery and testing services issued by the Bureau of Land Management (BLM), California State Office. The amendment extends the deadline for quotation submissions to May 5, 2026 at 5:00 PM PDT and provides answers to vendor questions regarding the procurement.
The solicitation covers potable water delivery and testing services with a period of performance from May 15, 2026 through May 14, 2030. This will be awarded as a firm fixed purchase order with all shipping and travel costs included in the line items, using F.O.B. Destination terms. Quotes must be submitted to michael_anson@ios.doi.gov. Key service requirements include water sample collection by a technician approved by the California Department of Health, delivery to sites that may require 4-wheel drive or off-road vehicles, and water testing results with chain of custody documentation provided to the BLM Contracting Officer Representative within 24 hours of receipt. The amendment clarifies that contractors may collect samples themselves provided they submit to a certified laboratory; access roads have historically sustained water delivery vehicle tonnage; standard bacteriological pass/fail testing for total coliform and e. coli from a certified laboratory is acceptable, with more comprehensive testing required annually per California Department of Public Health requirements.

1. "Water analysis samples must be collected by a technician approved by California Department of Health."
Question: The subcontractor is a professional water delivery service provider who routinely collects the samples at the site and submits them to a separate laboratory for analysis.
Will this be acceptable or will I be required to contract a second vendor from the laboratory to collect the samples?
