About this file
This is Standard Form 30 Amendment 0002 to a federal solicitation/contract for sheep grazing services at Magnolia Ranch issued by the Bureau of Land Management (BLM) California State Office. The amendment extends the response deadline to March 27, 2026 at 5:00 PM PST and provides answers to ten vendor questions submitted regarding the solicitation (140L1226Q0001).
The contract requires sheep grazing services on approximately 130 acres at Magnolia Ranch for a firm fixed price, with a five-year period of performance from May 1, 2026 through April 30, 2031. The actual grazing occurs over three contiguous months annually, typically beginning in May (specifically May 26, 2026 to August 26, 2026 for the initial year), with start dates subject to BLM discussion regarding vegetation growth and rainfall. The contractor must provide approximately 500 sheep, with payment capped at the rate offered for 500 animals; compensation does not increase if more animals are used. The contract is F.O.B. Destination with all shipping and travel costs included in pricing. Service Contract Act Wage Determination #2015-5631 Rev 26 applies. Property and fire damage insurance of $100,000 minimum is required. The revised Performance Work Statement specifies sheep only (goats removed), requires grazing of all 130 acres, and eliminates the requirement to leash livestock guardian dogs. The incumbent contractor was Star Creek Land Stewards, Inc. (contract 140L1223P0019, 2023-2025). Past performance will be reviewed through CPARS with no formal references required. Quotes should be submitted to michael_anson@ios.doi.gov.

1. If more than 500 animals are used for the project, would compensation increase accordingly, or is payment capped at the rate associated with 500 animals?
The contractor will offer a price of 500 sheep.
Payment is capped at the rate offered for 500 sheep.
2. The contract term is listed as 12 months. Is grazing required to occur specifically between
May 1 and August 31, or may the three-month grazing period occur at any time within the
12-month contract period?
There is an actual period of performance for three months of grazing annually which typically starts in May of each year and ends three months from that date. The start date is based on discussions with BLM on vegetation growth and rainfall for that given year. This year for example, things are earlier than usual so grazing could be approved to begin sooner than May. The months grazed are three contiguous months.

3. Is the contractor required to complete grazing on the full 130 acres, or is it only the acreage that a herd of approximately 500 animals can reasonably complete within the specified grazing period?
The contractor is required to graze all 130 acres at Magnolia Ranch. The Performance Work
Statement says ¿approximately 130 acres¿ because it was calculated using GIS acreages of open grassland areas at Magnolia Ranch on an aerial map which may not be precise.
4. Would it be possible to request an exception for livestock guardian dogs to be leashed from
30 minutes before sunrise until 30 minutes after sunset? Leashing or restraining the dogs would prevent them from performing their working function and could compromise the safety of the animals.
The Performance Work Statement has been revised and that requirement has been removed. Please use the revised copy of PWS.
5. Is there a current incumbent contractor performing these services? If so, could you provide the current contract or award number so we may reference it?
Star Creek Land Stewards, Inc. held the past contract (140L1223P0019) at Magnolia Ranch from
2023-2025.
6. Is the Performance Work Statement provided in the solicitation of the complete and final
PWS, or are there additional attachments or specifications that will be provided?
The Performance Work Statement was the final copy; however, it was revised and re-posted with updated information. There are no additional attachments to being provided.
Please use the revised copy.
7. Is the Service Contract Act (SCA) Wage
Determination applicable to this contract? If so, could you provide the applicable wage

8. Is past performance a formal evaluation factor for this award? If so, how many references will be required?
Past performance will be reviewed through CPARS to confirm no negative performance from previous contracts. No formal references are required.
9. PWS lists property and fire damage insurance at $100,000 minimum. Could you confirm this figure is correct?
Yes, this amount is correct.
10. PWS references both sheep and goats interchangeably in several sections. Could you confirm whether goats are an acceptable substitute or supplement to sheep for this contract?
The Performance Work Statement has been revised and goats were removed. We are asking for sheep only to avoid damaging young, native trees which goats can climb and cause more damage to than sheep.
