About this file

This document is an amendment to Solicitation 140L1224Q0056 for AGFO Special Status Plant Surveys. The amendment answers vendor questions and extends the response date to July 30, 2024. The solicitation is seeking firm, fixed-price quotes for botanical surveys on BLM land to find new occurrences of and update previously documented special status plant species for the California Natural Diversity Database. The work will encompass both the California and Nevada portions of the Applegate Field Office area. The amendment clarifies that shapefiles of the survey areas will be provided to the successful bidder. This is a 100% Small Business Set-Aside under NAICS code 541620 for Environmental Consulting Services. Multiple priority lines may be awarded at the time of contract.

The purpose to Amendment 1 is to answer questions from vendors and extend the response date to 09:00 on July 30, 2024.

1. Will the field survey only encompass the California portion of the Applegate Field

Office Area (Exhibit 4, Page 12) since we are relying on and updating California Natural

Diversity Database (CNDDB) occurrences? Or will the Nevada portion also be surveyed and mapped?

1A. The Nevada portion will also be surveyed. All data is stored in CNDDB. The data can be moved over to other databases.

2. There are three species that occur in NV only (Eriogonum crosbyae, Cryptantha

140L1224Q0056/0001 schoolcraftii, Ivesia rhypara). Is the expectation that we contact NNHP for the records, only CNDDB was mentioned in the solicitation?

They charge by the record requested, and they are not cheap.

2A. We have records for Eriogonum crosbyae and

Cryptantha schoolcraftii; however, we do not have any records on file for Ivesia rhypara. I am pretty sure we can give that data to whomever is the successful bidder as we have done the same for other entities. They are not complete records; however, they will form a good starting spot. Hopefully this answers your question.

3. During another project, two of the species (Eriogonum crosbyae and Cryptantha schoolcraftii) not with the whole documentation form, as that was deemed more than the AGFO wanted, but with point data and revisiting those sites for full documentation would address the objectives of this project. It does not appear that additional surveys in suitable habitat is a part of this project, it is more specifically geared to revisit populations already in the dataset, but I wanted to mention this just in case there was some intention of there being direct surveys of suitable habitat.

3A. Our hope is to expand our knowledge of these species through surveys of suitable habitat and surveys to update previously documented elements of occurrences.

"This requirement would consist of botanical surveys on BLM land for certain priority special status plant (SSP) species as determined annually by the BLM (see Section 4.0 Specific Tasks). The work would include surveys of suitable habitat to find new occurrences of SSP species, as well as surveys to update previously documented Element

Occurrences of SSP¿s for the California Natural

Diversity Database (CNDDB). Some of these Element

Occurrences have not been verified in many years, making the information less reliable to land managers and resource specialists." Quote from

PWS 1.0 Background on the Government¿s

Requirement.

4. Species on the list that do not have CNDDB records on BLM, and I have checked both CNDDB and

CalFlora. This makes me wonder if the CNDDB dataset the BLM has is yet available to the

Ivesia rhypara var. rhypara

In Nevada, Ivesia rhypara var. rhypara occurs on the Sheldon National Wildlife Refuge, and the
