About this file
This document is a Performance Work Statement (PWS) for the North Fork Eel River Invasives Management contract opportunity.
The PWS outlines the government's requirement for a qualified biologist to conduct snorkel surveys and invasive species removal efforts along a 15-mile reach of the North Fork Eel River. The specific tasks include: 1) Conducting snorkel surveys to locate invasive species, 2) Implementing suppression/eradication efforts to remove invasive species, and 3) Producing an electronic dataset of all detections and removals. The work is to be performed between June 1, 2024 and May 31, 2025, with the survey efforts expected to take 120 labor hours and the suppression efforts expected to take 320 labor hours. The contractor will be required to obtain necessary permits from the California Department of Fish and Wildlife. The government will not be providing any additional property, materials, or services beyond the river access. A Quality Assurance Surveillance Plan outlines the acceptable quality levels and potential consequences for unsatisfactory performance.
The related federal contract opportunity, solicitation number 140L1224Q0043, is for a fixed-price contract to be awarded using Simplified Acquisition Procedures under the Lowest Price Technically Acceptable (LPTA) methodology. The NAICS code is 541620 with a $19M size standard. Quotes must be submitted by 05/31/2024.

PWS 1.0 Background on the Government’s Requirement
The BLM manages lands along the remote North Fork Eel River. Recent surveys discovered invasive Sacramento pikeminnow in several locations in the river, and immediate action is needed to prevent their spread. The BLM needs a qualified biologist with the required permits to conduct survey and removal activities along a 15-mile reach of the river.
PWS 2.0 General Scope of Work
Services include snorkel surveys for invasive species in a 15-mile reach of the North Fork Eel River, and follow-up suppression efforts using CDFW-permitted gear types to remove as many invasive organisms as conditions allow. The contractor will also organize and send survey and removal data to the BLM in electronic format.
Place of Performance:
All efforts will be performed in a 15-mile reach of the North Fork Eel River watershed near the town of Mina, CA. Particular survey and suppression locations will be within the 15-mile reach and determined in coordination with the COR. See map below.
Period of Performance:
The period of performance shall be for one (1) year. The Period of Performance reads as follows: 6/1/24 to 5/31/25
PWS Page 3
PWS 3.0 Overall Objective(s)
The objective of this work is to conduct monitoring and suppression/removal work to prevent the establishment of invasive species in the North Fork Eel River.
PWS 4.0 Specific Tasks
Task 1: Conduct snorkel surveys with a minimum crew size of two individuals to determine the location of invasive species in the North Fork Eel River. The location of the surveys begins at the confluence of Hulls Creek and the NF Eel River and ends at the confluence of the NF Eel River and the mainstem Eel River, for a total of 15 river miles.
This task is expected to take six 10-hour workdays with a two person crew, for a total of 120 labor hours. Record size, abundance, and GPS location of each invasive species detection.
Task 2: Implement suppression/eradication efforts to remove as many invasive species as possible. This will occur separate from the surveys in Task 1. Suppression will occur within two weeks of survey completion. Specific locations will be determined in consultation with BLM and will be limited to areas within the surveyed reach.
Suppression can occur in one consecutive effort or be spread throughout the work season. This task requires maintaining a permit with the California Department of Fish and Wildlife. Gear for these efforts are expected to include, but are not limited to, nets, spearguns, and electrofishers. This task is expected to take twenty 8-hour workdays with a two-person crew, for a total of 320 labor hours.
Task 3: Produce electronic dataset (e.g., Excel) with all invasive species detections and removals and share with BLM via email. This will happen at the end of each field season.
PWS Page 4
PWS 5.0 Delivery / Performance Schedule
The first service of each performance period is conducting surveys, which will require data collection. Following surveys, the contractor will conduct suppression/removal activities to remove as many invasive species as possible.
At the end of each performance period the contractor will submit the dataset to BLM in electronic format (e.g. Excel spreadsheet).
Tasks 1 and 2 will be performed during the ‘dry season’, which is typically between June and October. Work can begin immediately following the contract award. Task 3 will be completed by November 30. The data will be shared in electronic format (e.g., Excel spreadsheet) by the end of each contract period.
All work will occur within 15 miles of the North Fork Eel River near the town of Mina, CA.

PWS 7.0 Security and Administrative Matters
Work Hours:
Due to the variable nature of the tasks, which may vary depending on the location and abundance of target species in a particular year, there is no regular work schedule.
Survey work will typically occur during daylight hours, and suppression efforts may occur at night.
Communications:
“Time” for communications received after 3:00pm, after 12:00 pm locally on Fridays, or after 12:00 pm locally prior to a holiday will not start until the next business day. All times are local Pacific Standard Time.
Federal Holidays:
The following Federal Legal Holidays are observed:
New Year’s Day Martin Luther King, Jr. Day President’s Day Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day
Fire Danger Season:
If the Contracting Officer Representative (COR) allows the Contractor to continue work during periods of declared fire danger or season, the Contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the COR.
