1.0 BACKGROUND ON THE GOVERNMENT’S REQUIREMENT:
The Cosumnes River Preserve (CRP) is a multi-operator facility managed by the Bureau of Land Management (BLM). The primary onsite administrative facility is the Visitor Center. The HVAC system for the Visitor Center was damaged during flooding of the nearby Cosumnes River in 2023. The current aging and damaged HVAC system places many critical HVAC components below the Visitor Center finished floor elevation which is associated with the water level of recurrent runoff events.
This requirement is to replace the current HVAC system with one that has its critical system components largely above an established flood elevation. A replacement system has been designed and will be implemented with execution of this requirement.
2.0 GENERAL SCOPE OF WORK:
The contractor shall remove the existing HVAC system and its components from the Visitor Center. The contractor shall then install the new system according to the associated project drawings and specifications.

• Accessible via Franklin Blvd from I-5 Exits 493 - Thornton.
Period of Work Performance:
The period of work performance for this requirement is estimated to be from the time of award through August 31, 2024. The installation of the HVAC system performance should take up to two weeks to avoid an inconvenience to CRP and the vendor.
The work including the pre-work conference meeting, site visits and planning meetings, mobilization, construction, and de-mobilization must be completed within the Period of Performance.
3.0 OVERALL OBJECTIVE(S):
The objectives are to:
• Remove and dispose of existing HVAC system and associated system components.
• Install new system according to project drawings and specifications.
4.0 REQUIREMENTS:
General Requirements
1. Work will be conducted in both an open office and a public space, and the contractor’s access and work schedule shall be coordinated with the Contracting Officers Representative (COR) and the CRP Manager after award. Where disturbances are expected to be minimal, work may proceed during CRP business hours. The Visitor Center may be closed during typical business hours in order to accommodate work more expeditiously with prior approval from
COR.
2. See attached for general requirements are listed in the Project Specifications, Sections 01 01 15 through 01 79 00.
3. Specific requirements for successful execution are listed in the Project Specifications according to the associated function.
Warranty Materials and equipment furnished under this requirement shall be covered by the most favorable commercial warranties given to customers for such materials or equipment. The rights or remedies provided herein are in addition to and do not limit rights afforded to the Government by other clauses. With respect to warranties, expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the requirement the Contractor shall:
1. Obtain warranties that would be given in normal commercial practices.
2. Require warranties to be executed, in writing, for the benefit of the Government.
3. Submit warranties to the Contracting Officer prior to the final inspection.
5.0 TASKS:
The contractor is to conduct all work as detailed in the Project Drawings (Attachment 2) and Specifications (Attachment 3). Specific tasks for the project include, but are not limited to:
1. In addition to where appropriate and called for in the Project Specifications, provide COR with submittals as detailed below:
• Proposed construction schedule
• Health and Safety Plan
• List of equipment to be installed
• Narrative of proposed concrete source
2. Conduct on-site preconstruction conference involving staff from BLM and those associated with Cosumnes River Preserve.
3. Remove and properly dispose of the entirety of the four split systems.
• Includes but not limited to furnaces and condensing units, their associated refrigerant piping, supply and return ductwork, air devices, natural gas piping, condensate piping, controls, and supporting fixtures/concrete pads.
4. Remove and properly dispose of supporting fixtures and concrete pads associated with existing HVAC equipment.
5. Patch and repair abandoned openings in walls, floors and ceilings where equipment and air devices reside.
• Where patch and repair of openings “to match existing” is not practical, such as in carpeted floors, alternative solutions will be discussed with BLM.
• Existing openings shall be reused as much as practical for new system to minimize repair work.
6. Install structural concrete pads for HVAC equipment. According to:
• Project Drawings, Structural Plan.
• Specifications, Sections 03 20 00 & 03 30 00.
7. Install new HVAC system, equipment and associated components, according to Project Drawings and Specifications.
• Including but not limited to; Heat Pumps, Fan Coils, supply and return ductwork, controls, thermostats, supporting fixtures, electrical, refrigerant and condensate lines.
• Fan coil locations shall be installed in a manner that minimizes impact to the building’s architecture and informative displays, as well as allow routing of refrigerant and condensate lines down through walls to the crawlspace.
• New heat pumps shall be mounted on elevated stands that will be installed on a new concrete housekeeping pad. Heat pumps will reside a minimum of 30” above the ground, which is roughly equivalent to the bottom elevation of the building’s floor joists.
• New mechanical systems will all be tied to a new, central control panel mounted in the southeast mechanical room. This system will ultimately be tied to the BLM’s central controls, NOC, for both local and remote control of the system.
• The existing electrical infrastructure at the Visitor Center shall be reworked to support new mechanical systems. Where practical, new underfloor refrigerant line supports will be sized to also accommodate new electrical conduits. Likewise, new conduits serving any particular fan coil will be routed through the same floor openings and wall cavities as the refrigerant lines. This approach shall be consistent throughout the project to minimize floor penetrations.
8. Contractor shall provide COR with operation and maintenance manuals. COR and CRP Manager shall also be briefed on basic operational controls prior to final acceptance.
9. Contractor shall provide As-builts and accommodate inspection for final acceptance.
6.0 STANDARDS:
• Moving of Equipment and Supplies: The moving of equipment and supplies to the job site and between job sites shall be the responsibility of the Contractor.
• Replacement of Equipment: Contractor shall provide quality equipment capable of safely performing the work under the terms of this requirement. If equipment is rejected because it does not meet minimum requirements, including but not limited to safety and operability, or if it becomes inoperative, the Contractor shall correct the deficiencies or furnish replacement equipment meeting requirements within 2 calendar days.
All repairs are the total responsibility of the Contractor.
• Equipment Standards: Contractor shall make equipment available for inspection and approval before use. The Contractor must satisfy all applicable OSHA and DOT requirements or certifications for the operation of offered equipment. There will be no obligation to make payment for any equipment delivered that does not meet the Technical Specifications.
• Codes and Standards: HVAC system shall be constructed in a way that ensures compliance with applicable industry standards, codes, and regulations.
• Existing Facilities: All existing facilities such as signs, cattle guards, drainage structures and road surfacing damaged by the Contractor's operations shall be replaced or repaired by the Contractor at no cost to the Government.
• Watershed Protection and Erosion Control: During all operations under this requirement, the Contractor shall exercise reasonable measures to direct surface runoff water to stabilized waterways and to keep the drainage systems functioning effectively to prevent or minimize soil erosion and pollution of water and other resources.
All refuse, including garbage, rubbish, and equipment maintenance areas shall be stored and collected in a sanitary manner and disposed of in a State-approved sanitary landfill, per local, State, and Federal regulations.
Oil from crankcases or gear boxes, equipment waste or spilled or excess fuel shall be placed in containers and removed from the work site and disposed of as approved and required by local, State, and Federal regulations.
Contractor shall undertake every reasonable measure to minimize erosion and soil damage in connection with any operations under this requirement. Contractor shall immediately discontinue any operations under this requirement that due to weather or soil moisture conditions, such operations will cause excessive damage to the soil as determined by the Contracting Officer.
Equipment shall not be fueled, nor fluids changed onsite at CRP due to the fact that all work will occur within 100 feet of waters of the state. Any equipment operated adjacent to state waters shall be maintained in a good state of repair and have no damaged hoses, fittings, lines, tanks, etc. that may release pollutants into the water.
Waste oil and fluids shall not be stored on site. If any such material is released into the waters, the responsible person must make an effort to contain the spill and notify the Contracting Officer within 24 hours. If unable to contain spill, immediately notify the Contracting Officer and call the National Response Center (NRC) at 1-800- 424-8802.
• Emergency Spill Kit: Keep sufficient quantities of absorbent materials on the project site to absorb accidental fuel, hydraulic oil, or other petroleum produce spills. Use absorbent materials that are biodegradable, non-water absorbing and designed specifically for the types of spills associated with the Contractor’s operations.
Project site construction not completed during dry weather periods shall be winterized (along with Contractor’s approved onsite staging areas and storage sites) to minimize erosion and other damage to roadways, trails, watercourses, and sensitive habitat, as directed by the Contracting Officer.
• Disposal of Debris: The Contractor shall transport and dispose of all debris and excess material off-site at an approved facility, per local, State, and Federal regulations.
Any debris left onsite after the completion of the requirement shall become the property of the Contractor, and the Contractor shall be responsible for it. Dispose of materials in a legal manner and payment of fees required is the Contractor's responsibility. Sale of material onsite is not allowed unless authorized in writing by the Contracting Officer. Burning of removed materials is not permitted on the work site.
• Project Boundary: Prior to implementation of the deliverables, a pre-work meeting will be held at the project sites with the Contractor, Contracting Officer Representative (COR), and/or Project Inspector (PI). The intent is to ensure the Contractor understands where the project sites are located, project site specifics and specifications, and review the Contractor’s plan of operations.
• Access: Access to the project area is identified on the map. If roads or any type of access become subject to damage, because of adverse weather conditions or other natural causes, the Contracting Officer or COR will relay that information to the Contractor by phone, email, or in person and the requirement could be delayed.
• Notification of Cessation or Restart of work: The Contractor shall notify the Contracting Officer prior to ceasing operations for three or more days, and before re-starting operations after a shutdown of three or more days. This can be done by phone, E- mail, or in person.
• Protection of Cultural Resources: If objects of cultural value on the project area are discovered, the Contractor shall immediately suspend all operations in the vicinity of the cultural value and notify the Authorized Office of the findings.
• Fire Prevention: Contractor shall take necessary measures for prevention and suppression of fire on the area and other adjacent Government lands used or traversed by the Contractor in connection with operations as are required by applicable laws and regulations. Contractor shall comply with all applicable local, State, and Federal fire prevention regulations and standards. At all times during closed fire season, each unit of powered equipment used in connection with this requirement, including automobiles, trucks, tractors, etc., shall be equipped with serviceable tools and fire extinguishers as follows:
• Fire extinguisher, dry chemical type of not less than 2.5-pound capacity with a 4 BC or higher rating
• Shovel, round point #0 lady or equal
• Axe, 2 pounds or over, 26-inch minimum length, or one Pulaski
Final Inspection and Acceptance The Contracting Officer’s Representative or designated government representative will review all work. The
Government’s final project inspections shall take place 1-3 business days following the Contractor’s written notification to the CO and COR of the completion of work. At the conclusion of the work, the Contracting Officer, or their representative, will inspect all sites for conformance with the specifications and requirements. Any deficiencies noted during the inspection will be corrected by the Contractor prior to release of final payment, at no additional cost to the Government. Prior to final payment the Contractor shall properly disposed of all waste materials including excess soil, completed site resurfacing and grooming of staging and storage areas, and submitted project photographs and project reports.
Work Schedule The schedule shall be submitted at the pre-work conference. When requested by the CO or COR, submit an updated work schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown in the estimate.
Health and Safety Plan Before construction commences, the Contractor shall submit a health and safety plan to the CO for approval.
The health and safety plan shall include the location of the nearest hospital and procedures to follow in case of an emergency. The Contractor is required to have a portable toilet on-site for the duration of construction.
7.0 GOVERNMENT/Contractor-FURNISHED PROPERTY, MATERIALS, SERVICES:
General: The Contractor shall furnish the HVAC system to include all personnel, materials, equipment, supplies, facilities, transportation, tools, supervision, and other items and non-personal services necessary to perform the work tasks defined in this Statement of Work. The Contractor’s proposed on-site storage and staging areas are required to be approved of by the CO and COR before mobilization and construction begin.

8.0 SECURITY AND ADMINISTRATIVE MATTERS:
Contingency Plan:
Sudden or unusual events could result in a negative impact to the delivery/work of these requirements. As an aid to properly plan for such events, the Contractor shall prepare and submit for approval a Contingency Plan for each Location of Work for these requirements. The Contractor will outline in detail the method(s) that the Contractor shall use in meeting requirements in the following circumstances:
• a natural disaster occurs which impacts upon the Contractor's ability to perform
• a labor strike occurs which impacts upon the Contractor's ability to perform.
• a hazardous materials spill which impacts the Contractor’s ability to perform, or which may affects public safety
• an incident which causes major damage which impacts the Contractor's ability to perform
• other unforeseen circumstances
In all cases, the Contractor will assume that government cannot provide supplemental forces and continues to need the same or additional work under the requirement, which the Contractor must meet. This Contingency Plan shall be submitted as a part of the Contractor proposal.
Emergency Response:
Response to emergency service calls outside of the normal business hours shall not exceed four (4) hours regardless of the time during the day or night, weekends or holidays. Response to emergency service during normal business hours shall not exceed two (2) hours. Response is defined as having all personnel and equipment required to correct an emergency at the site of the emergency or at a pre-approved staging area, ready willing and able to perform the emergency work. The Contractor will provide a draft emergency response plan prior to the start date.
Emergency Services:
On occasion, services may be required to support an activation or exercise of contingency plans outside the normal business hours described above. The Contractor's responsibilities for emergency support will be in accordance with the contingency plan.
Hazardous Materials and Hazardous Response:
The Contractor will conform to all Reclamation, Federal, State, and local regulations in the use and disposal of hazardous materials and hazardous waste. The Contractor will provide the appropriate response to any emergency involving hazardous materials at any of the facilities covered by this requirement. The Contractor will provide proof/certification of its personnel qualified to work with hazardous materials and wastes to Reclamation. The Contractor will notify Reclamation immediately upon discovering a release of hazardous waste into the environment.
Government Observations:
Government personnel other than COR may from time to time observe, photograph, or otherwise record operations.
However, these personnel will not interfere with Contractor work performance.
Regular Work Hours:
The work period established is based upon all work being conducted during regular working hours between 7:00am and 6:00pm, Monday through Friday, excluding government holidays. If the Contractor desires to carry on work outside regular hours, including Saturdays, Sundays, and government holidays, a request must be submitted to the Contracting Officer in sufficient time to allow satisfactory arrangements to be made for access to the work site.
Communications:
“Time” for communications received after 3:00pm, after 12:00 pm locally on Fridays, or after 12:00 pm locally prior to a holiday will not start until the next business day. All times are local Pacific Standard Time.
Federal Holidays:
The following Federal Legal Holidays are observed:
New Year’s Day Martin Luther King, Jr. Day President’s Day Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day
Fire Danger Season:
If the Contracting Officer Representative (COR) allows the Contractor to continue work during periods of declared fire danger or season, the Contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the COR.
9.0 DEFINITIONS:
Standard Definitions:
• Physical Condition
The Physical appearance of Federal equipment or facilities that considers cracks, chips, dents, abrasions, rust, corrosion, general cleanliness, vibration, operating temperature, and discoloration and other items as identified by the COR. Physical condition may be determined by visual as well as diagnostic means.
• Contracting Officer (CO)
The Secretary of the Interior or designated authorized representative who is the only agent capable of signing a federal award or obligating funds.
• Contracting Officer’s Representative (COR)
The Contracting Officer’s designated representative as indicated in a delegation of authority letter.
• Quality Assurance (QA)
Surveillance of Contractor work to determine work requirements are met.
• Performance Summary Requirements (PRS) The PRS identifies the key performance indicators of the requirement that will be evaluated by the Government to assure the performance standards are met by the contractor.
• Quality Control (QC)
Those actions taken by the Contractor to control the production of goods or services so that they meet the requirements of the work statement.
• Approvals
Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
