Punta Gorda Oil House Rehabilitation

Solicitation No. 140L1223R0001

Clarifications, Offeror Questions (RFIs) and Government Answers

2/8/23

Clarifications

Clarification 1: Access Route. ATVs, UTVs, and other motorized equipment (such as pickup trucks and tracked equipment) can access the oil house site from Mattole Campground via the Lost Coast Trail beach route which is about 3 miles. The Contractor access plan should specify the type of motorized equipment that will use the beach route. The Contractor should also specify the number of daily trips by motorized vehicles that will use the beach route. The preference will be for utilizing only the size and type of equipment necessary to perform the required work while minimizing the impact on the environment and animal species of concern. The preference will also be for minimizing the number of trips to and from the oil house site.

Clarification 2: Protected Species Monitors (PSOs). All project activities must comply with the terms specified in the NOAA Incidental Harassment Authorization (IHA) that will be issued due to the presence of certain marine mammals near the site. One of the requirements is for PSOs to be present during construction activities AND during Contractor trips to, and from, the Oil House when those trips use the beach access route. Contractor should consider the PSO requirement in the access plan.

Clarification 3: Paint Removal. There is not an unconditional requirement that the Contractor remove all paint at the oil house. Most of the metal, concrete, and wood surfaces at the oil house have lead-containing paint and a small number of surfaces (3 fuel tanks) have lead-based paint (LBP). Paint removal is not required solely for the purpose of eliminating lead-containing paint or LBP at the site.

However, the Contractor shall follow the manufacturer’s recommended surface preparation instructions for the coating system specified. In addition, the Contractor is required to provide mockups of each coating system to set quality standards and execution. Following these requirements will determine the amount of paint to be removed. See Project Specifications, Section 099600 – High Performance Coatings.

Clarification 4: Potable Water and Non-Potable Water. There is no potable water or non-potable water at the Mattole Campground or at the Punta Gorda Light Station. Contractor will need to provide their own water.

Clarification 5: Storage Container. The Contractor may place one storage container at Mattole Campground for the duration of the project. The storage container may not remain at the Mattole Campground between work “seasons” or during extended periods of Contractor inactivity.

Clarification 6: Regular Work Hours. Regular work hours will be 8 am to 6 pm (PST), Monday through Friday. Contractor must request approval to work outside of those hours, Saturday, Sunday, and holidays.

Clarification 7: Fencing. Contractor may modify the fenced area shown on the plans to reflect their actual needs for this project. Since this solicitation does not include any work at the lighthouse building, the Contractor may propose a smaller fenced area necessary to accomplish the work at the oil house.

Noise mitigation screening will still be required.

Clarification 8: Existing Concrete Pad. Contractor may utilize the existing concrete pad that is southwest of the lighthouse for a helicopter landing pad. Contractor is required to determine the suitability of the concrete pad for such use and is responsible for any damage caused by its use.

Clarification 9: Concrete Reinforcing. All reinforcing bars shall be hot-dip galvanized (HDG) in accordance with ASTM A767 as specified in the drawings and specifications. Substitution with epoxy-coated rebar is not acceptable. Epoxy-coated rebar will be allowed only where specifically indicated on the drawings and specifications. See Project Specifications, Section 032100 – Concrete Reinforcing.

Offeror Questions (RFIs) and Government Answers

Offeror Question 1: Please provide detailed photographs of the existing conditions of the Oil House interior and exterior, along with site conditions around the building.

Government Answer 1: Photographs of the interior and exterior of the oil house can be found in the “Punta Gorda Lightstation Rehabilitation Report.” Topographic survey for the oil house area can be found in the construction drawings.

Offeror Question 2: What are the on- and off-road paths that are recommended for use by BLM to access the project site?

Government Answer 2: ATVs, UTVs, and other motorized equipment (such as pickup trucks and tracked equipment) can access the oil house site from Mattole Campground via the Lost Coast Trail beach route which is about 3 miles.

Offeror Question 3: Are facilities (toilet/water) available for use at the lighthouse or elsewhere at the site?

Government Answer 3: No. Contractor must provide their own water (potable and non-potable) and toilet facilities at the site. There is no water at Mattole Campground or at the oil house site. There are two vault toilets at Mattole Campground.

Offeror Question 4: Is it possible to use the lighthouse or other existing facility as a construction office?

Government Answer 4: No. However, the Contractor will be allowed the use of one or two campsites at Mattole Campground. The Contractor may place one storage container at Mattole Campground for the duration of the project. The storage container may not remain at the Mattole Campground between work “seasons” or during extended periods of Contractor inactivity.

Offeror Question 5: Is there electricity at or near the project site for use by the contractor?

Government Answer 5: No. Contractor must provide their own electricity.

Offeror Question 6: There are a lot of details and submittals in the Project Specifications since we are not working on the oil house how much of the submittals are required?

Government Answer 6: Only submittals related to work on the oil house are required.

Offeror Question 7: What if any, special inspections and testing will be required in the Oil House project?

Government Answer 7: Requirements for inspections, sampling/testing, shop drawings, samples, and mockups are mostly found on Sheet S005 of the Final Construction Drawings and in Division 03-Concrete and Division 09-Finishes of the Project Specifications. Requirements may be stated in other areas of the Contract documents. The Contractor is responsible for satisfying all such requirements that relate to the oil house building that are specified in the Contract documents.

Offeror Question 8: There does not appear to be any metal restoration as part of the oil house scope, as it appears to have pertained to the lighthouse scope. Please clarify whether any Division 05 specifications apply to the oil house?

Government Answer 8: Contractor is responsible for satisfying all requirements in the Contract Documents. Division 05-Metals does not appear to apply to this project.

Offeror Question 9: Please clarify whether Division 06 and Division 09 specifications apply to the oil house scope of work, or whether they were solely for the lighthouse.

Government Answer 9: Contractor is responsible for satisfying all requirements in the Contract Documents. Division 09-Finishes does apply to the oil house project. Division 06-Wood, Plastics, and Composites does not appear to apply to this project.
