Amendment No. 0002 Solicitation No. 140L1223Q0058

Fifth Street Ware Yard Waterline Replacement Questions and Answers

1.) Does the new line run under any areas with asphalt and/or concrete? If so, how much asphalt and/or concrete would need replacement?

Response: No, no asphalt or concrete in project area.

2.) How deep do you want the new line buried?

Response: (Copied from the Contract SOW) The minimum cover on the new water line is 30-inches. The pipe trench shall include 6-inches of sand bedding and 6-inches of sand over the pipe. Native backfill may be used if free of clods and rocks over 3-inches. Backfill shall be compacted to 90-percent relative compaction.

3.) What dimension ratio are you requiring for the 2” HDPE line?

Response: (Copied from the Contract SOW) HDPE pipe shall have a minimum material code PE4710. Pipe shall have dimension ratio (DR) 9, or pressure class 250 psi.

4.) Do you want tracer wire buried with the HDPE pipe? What gauge?

Response: Yes, tracer wire shall be included as part of the SOW. Tracer wire shall be #12 AWG Copper Clad Steel, high strength with minimum 450 lb break load, with minimum 30 mil HDPE insulation thickness.

5.) Could you provide a specific model 2” ball valve you want? At a minimum, do you want the ball valves to be HDPE or brass?

Response: Ball valves shall be bronze bodied with a quarter turn handle. Certified with NSF 61. Minimum working pressure 200 psi.

6.) What material is the existing 2” water line?

Response: existing pipe is Galvanized to the best of our knowledge.

7.) Do you want any imported material for pipe bedding or structural fill or can we use native soil for both?

Response: Sand will need to be imported for the bedding below and above the pipe. As noted in the SOW, minimum cover on the new water line is 30-inches. The pipe trench shall include 6-inches of sand bedding and 6-inches of sand over the pipe. Native backfill may be used if free of clods and rocks over 3-inches. Backfill shall be compacted to 90-percent relative compaction.

8.) What would be the desired test pressure for the new line?

Response: Hydrostatic testing shall be a pressure of 1.5 times the supply working pressure from the City connection, or Test pressure shall be 150 psi, whichever is greater.

Testing pressure shall be maintained for 1-hour.

There is zero allowable leakage. Contractor shall provide accurate means to measure the volume of water required to maintain pressure during the hydrostatic test. If there is leakage, contractor shall identify and correct the issue before restarting the test.

9.) After conducting pipe disinfection, do you want water samples taken to a laboratory for bacteria testing?

Response: BLM will conduct the bacteria testing.

10.) If bacteria testing is desired, does BLM have its own laboratories to conduct the tests or will another federal agency accept water samples for testing?

Response: BLM has a third-party lab to conduct the testing.

11.) If BLM will not conduct the bacteria tests, are there any laboratories near the area?

Response: BLM will conduct the bacteria test.

12.) Will you be conducting any compaction testing? If so, who is covering the cost?

Response: Contractor shall provide the third party compaction testing company to measure and document compaction in the trench backfill. There shall be a compaction testing every 50 feet of trench.

13.) What diameter is the existing pipe at the following tie-in points:

1 – tie in at the water meter 2 – tie in at water hydrant 3 – tie in at the force account shop

Response: existing pipe is 2” at all locations, to the best of our knowledge.

14.) Is the high voltage power line above or below ground? If below ground, is its exact location and depth known?

Response: High voltage line is below ground. Existing location is currently marked by Lassen Municipal Utility District (LMUD). We are not certain of the depth. LMUD will have to be on site to go over project prior to excavation, during excavation and again prior to backfilling and compacting. Lassen Municipal Utility District (LMUD) Contact: Markus Wright mwright@lmud.org - (530)257-6926 Direct line

15.) Would we need to schedule an appointment with the power company to have a representative present while we excavate/backfill around the buried high voltage line?

Response: Yes, Lassen Municipal Utility District (LMUD) Contact: Markus Wright mwright@lmud.org - (530)257-6926 Direct line

16.) Is the exact location of the gas line known? What material is the existing gas line? Does it have tracer wire?

Response: Location of gas line is known and currently marked by the City of Susanville. The material of gas line is Poly. We are not certain if it has a tracer wire as the poly gas line was bored in for the 215’.

17.) Could you provide more specifics on the 24” precast manhole with steel lid? Would rectangular valve boxes with risers and steel lids for each valve suffice – like the 12”x24 christy box you are proposing at the force account shop?

Response: Per the SOW, the Pre-cast manhole junction valve boxes shall be made of 24-inch reinforced concrete pipe and equipped with a grade ring and cast iron or steel cover. The box and lid shall be rated for H- 20 loading. Pre-cast building supply valve box shall be Christy 18x24 having a cast iron face and traffic lid. If both valves at the valve junctions box are accessible to be operated by hand using a Christy Box instead then this would be acceptable, however a larger 20”x30” box shall be used. Steel traffic rated lid shall be used.
