PROVISIONS

PROVISIONS INCORPORATED BY FULL TEXT

52.212-2 Evaluation - Commercial Items NOV 2021

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Basis: Tradeoff Technical Evaluation Process: Process of evaluating each quote against the Evaluation Criteria. No other references may be made.

Pricing: evaluate the level of effort and the mix of labor proposed to determine if the total price is reasonable.

Factor Importance:

All non-price evaluation factors, when combined are more important than the price factor.

EVALUATION FACTORS

TECHNICAL NON-PRICE EVALATION FACTORS:

1. Factor (1) Technical Capabilities:

• The contractor shall provide a work plan that:

o Demonstrates a clear understanding of the specific project requirements detailed in the Performance Work Statement (PWS), with special attention paid to traffic control requirements.

o Includes specialized equipment for roadside work to limit traffic impacts and potential safety issues.

o Includes how the contractor shall ensure achievement of all task objectives and technical standards detailed in the PWS.

o Demonstrates how the contractor has complied with federal laws and regulations in forestry work including wildlife, fire, and riparian restrictions as listed in the PWS in previous projects and work experience.

• The contractor shall provide an outline of the Quality Control Monitoring Plan that will be used to ensure the technical standards and task objectives outlined in the PWS are being met throughout the duration of the project. A complete Quality Control Monitoring Plan will be required upon award.

• The contractor shall provide a timeline of activities.

2. Factor (2) Personnel and Organizational Experience:

The contractor shall provide a staffing chart with the following:

• A project manager to manage the project and a crew lead to supervise on-site (this could be the same employee) that speaks fluent English. Project manager and crew lead shall have experience with at least three roadside thinning projects that included traffic control, encroachment permit procurement, and residual fuel disposal.

15 | P a g e

• Sufficient crew members to accomplish work outlined in the PWS by the end of the Period of Performance.

• The contractor shall provide resumes for key personnel listed in the staffing chart (except for general crew members), including the project manager, crew lead, and any specialized crew members (Equipment operators, tree climbers, etc). These resumes must demonstrate and provide evidence of the necessary experience requirements listed in the staffing chart as well as:

o For all positions: At least three years of experience working in the local or similar areas, ecosystems, and waterways (Douglas fir tanoak forests and riparian forests) with a knowledge of local tree species.

o For all positions: Experience working on at least one similar restoration project based on the technical requirements outlined in the PWS.

• The contractor shall demonstrate how they are recruiting and retaining employees.

3. Factor (3) Past Performance and Experience o Contractor must provide descriptions of similar projects the organization has worked on as well as government contracts within the last five years. Special attention will be paid to past performance on projects in the local area, similar ecosystems, and riparian forest restoration. At least two projects must be listed.

o The Government system, CPARS, will be checked for a minimum of a satisfactory rating for this type of work. If ratings of below satisfactory are found, the offer may be considered technically unacceptable.

Price Factor

4. Factor (4) Price:

The price proposal will be evaluated against the reasonableness of pricing schedule (both pay rates and methods of calculating payment and work progress). A breakdown of pricing will reflect labor, lodging/travel, equipment/materials, etc.

Ratings System:

For the technical evaluation, each vendor will be given one of three overall ratings:

(O) Outstanding, (G) Good, (A) Acceptable, (M) Marginal, or (U) Unacceptable. See table below. The evaluator shall rate every quote factor analyzing how well the documentation addresses the technical criteria listed in the performance work statement. All pamphlets, brochures or written documentation of the supplies and services requested should be considered.

Upon completion of the review of all documentation, the evaluator, shall give a numerical rating of each factor and assign an overall rating of each vendor of (O, G, A, M, or U) and shall write a summary of the vendor’s ratings. Numerical ratings may be considered when making award.

Price Analysis:

Pricing will be evaluated for determining its fair and reasonableness. (See Factor Importance), each quote shall be evaluated if it meets the technical specifications. The following definitions in the table below should be used for the ratings:

16 | P a g e

Narrative:

The evaluation team shall provide to the Contracting Officer a completed rating sheet per evaluator per vendor. The sheet shall show the vendor’s rating for each factor, the reasons for that rating, and any clarification questions that need to be asked of the vendor.

Evaluation Process The specific information the vendor was instructed to provide is listed in the RFQ description/evaluation criteria. The evaluator shall assess the technical submissions and determine if the information provided by vendor meets standards criteria listed above.
