SOW 1.0 Background on the Government’s Requirement

~ Humphrey Fence: The Humphrey Allotment is an active Bureau of Land Management

(BLM) grazing allotment managed by the Eagle Lake Field Office (ELFO). A portion of the fence was constructed in 1940 by the Civilian Conversation Corps (CCC), and the rest at an earlier, undocumented date. The fence was not built using current wildlife-friendly specifications posing a hazard to wildlife. The fence is located within greater sage-grouse (Centrocercus urophasianus; GRSG) habitat designated as Priority Habitat

Management Area (PHMA) and General Habitat Management Area (GHMA). The location of the fence is not within four miles of any active or pending sage-grouse lek, so seasonal habitat timing restrictions will not apply. The posts are made of wood except for a few locations where t-posts have been used for reinforcement. The current fence also was constructed with 3 strands of barbed wire without wildlife friendly spacing for mule deer and antelope passage.

~ Mud Fire Temporary Exclosure Fence: The Mud Fire Exclosure Fence was constructed in 2018 to support post fire ES&BAR efforts. The 9 mile exclosure fence was constructed to restrict livestock grazing within the burned area of the Deep Cut Allotment in order to allow the seeded areas to successfully recover and/or establish. The large exclosure fence is no longer necessary for ES&BAR efforts and removal would provide additional materials for new fence projects.

~Buffalo Berry Fence: The project area is currently experiencing high utilization levels and disturbances by livestock and wild horse and burro grazing, and by human activities.

These uses are causing significant degradation to upland, riparian, and aquatic ecosystems. Restoration and management changes are necessary to prevent further habitat loss and degradation. In addition, portions of the project area have recently burned in the Rush Fire. The project area also contains populations of special status plants.

~Rocky Table Spring/Whitehorse Spring Exclosure: Rocky Table and Whitehorse

Springs are existing water developments which are no longer functioning properly, however this has not deterred use from wild horses, burros and livestock. Both riparian areas have seen significant declines in vegetative cover and production. Redeveloping both sites would improve clean water availability while improving overall condition of riparian area.

Fence Specifications are attached.

SOW 2.0 General Scope of Work

The types of services that are to be performed include the construction of BLM Wildlife

Friendly fence as well as the removal of a large exclosure fence.

SOW Page 3

~Humphrey Fence: Repair/replace approximately 4.5 miles of barbed wire fence to meet wildlife passage needs.

~Mud Fire Fence: Remove the 9 miles of fence that form the current Mud Fire

Temporary Exclosure fence.

~Buffalo Berry Fence: Construct an exclosure fence that meets BLM Wildlife Friendly standards to exclude excessive utilization from livestock, wild horse and wild burros.

~Rocky Table/Whitehorse Spring Exclosure: Repair/replace approximately 1.5 miles or existing barbed wire fence to meet BLM Wildlife Friendly Fence requirements.

SOW 4.0 Specific Tasks

Humphrey, Buffalo Berry, Rocky Table, Whitehorse Fence Task

Task 1: Driving Posts:

1. Wood Posts: Drive only when approved by the Contracting Officer to the depth shown on the Work Data Sheet. Wood posts to be driven shall be machine-pointed on the end driven into ground. Posts shall be driven plumb. Posts that are split, bent or broomed will not be accepted.

2. Steel T-Posts: Drive into the ground to the depth shown on the drawings or until the anchor plate is slightly below the ground surface.

T-Posts shall be driven plumb. When rock formations prevent driving remove anchor plate and excavate or drill holes a minimum of 18 inches in depth with a diameter such that when the t-post is driven, it will be firm and tight in the hole.

3. Steel Pipe (Fence Num. 2): Contractor shall furnish all material required to construct the pipe appurtenances. The contractor will furnish all pipe posts, and all pipe crosspieces or horizontal bracing of appurtenances. The material shall drill-stem pipe along with the hardware needed to attach or weld top horizontal bracing. The steel pipe posts do not need to be capped. All pipe post OD diameters may range from 2 3/8” to 2 7/8”. Pipe wall thickness range is .140 to .218 inches. Appurtenances crosspieces or horizontal bracing constructed of pipe will have an OD diameter range of 1 7/8” to 2 7/8”. Contractor furnished steel pipe must be approved by the Contracting Officer.

Refer to drawings for required lengths, diameters, hardware and design needed to construct a corner, end panel and or stress panel.

SOW Page 6

4. Government will supply all Galvanized Pipe and Easy Fence Panel material for fence projects spring sources, and Buffalo Berry exclosure.

Task 2: Corner Panel, End Panel and Stress Panel Assemblies: Construct as shown on the drawings, maps or as staked in the field. Rock basket substitution(s) must be approved by the COR. Construct stress panels on crests of hills, and a maximum of 1,320 feet center-to-center for barbed wire sections. In addition, stress panels are required at points between which wire is to be stretched. Construct end panels at the end of fence runs unless shown otherwise on the map drawings. This applies to either steel or wood materials used for construction.

Task 3: Wire: Stretch tightly and staple to wood posts or securely attach to steel posts with standard wire clips. Wire is properly stretched when it is springy to the touch. Drive staples diagonal to the grain of the wood. The wire shall be free to move through the staples as it expands and contracts. Terminate wire at each end post, gate post, corner post, or stress panel. Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.

Task 4: Brace Wire: Shall be twisted tight and tie off wire to prevent unwinding.

Task 5: Gates: Shall be installed according to the Work Data Sheet and the drawings.

Task 6: Spiking: For spikes larger than 40d, predrilled lead holes shall be used.

The hole diameter shall be three-fourths the diameter of the spike and drilled to a depth no greater than 1/2 the length of the spike.

Task 7: Fence Repair: Requires repair of existing fencing, including replacing sections of damaged wire; unclipping, splicing, and retightening wire;

repairing or replacing bent wire stays; and straightening or replacing steel posts as needed. Add additional steel posts and wire stays as needed to match existing fence. All leaning sections of fence will require unclipping of wire, resetting steel posts, retightening wire, and re-clipping wire to match existing spacing. All live or dead trees and tall brush will be cleared back to

2’ on either side of fence as necessary to facilitate repair. Contractor shall properly dispose of all damaged wire, wire stays, and steel posts at an approved disposal facility.

Task 8: Easy Fence Installation: Shall be constructed according to the Work Data

Sheet and the drawings. All fence will be a four strand barbed wire fence, using

5.5 to 6 foot steel T-posts (depending on site) and 16.5’ spacing between t-posts.

SOW Page 7

Specific Descriptions of each fence project:

Mud Fire Fence Removal

a) Remove the fence lines as shown on the Work Summary Chart and Project

Location Maps. The Contractor shall dispose of all material not designated for salvage, on all fences, off of Public lands. All Steel fence t-posts designated for salvage will be stockpiled at ¼ mile intervals, or as requested by the COR. T-posts in good condition could be utilized on fences within close proximity. Posts will be hauled to BLM Wild horse and burro facility. All easy panels will also be hauled to this location. T-Posts and Easy Panels shall be removed in a fashion to be reused.

B. If wire proves salvageable, the COR and contractor will work together on best method of storing and hauling wire. If not salvageable, COR and contractor will discuss best method of disposal.

C. Materials from the is fence may also be reused on remaining fences within this contract.

Humphrey Fence Repair/Replace

(See Photo)

Existing fence was constructed in 1940’s and has never been replaced. Geography of this area consists of mostly lava rock. The west end of the fence was constructed with old wood type rock baskets spaced 20 feet apart. Approximately 54 of these exist and are somewhat functional. These are not to removed or replaced. Structure may be “repaired” in a manner of not damaging or modifying the structure taking away hits historic value.

BLM recommends placed T-posts between each historic rock basket. Most rock baskets may need to be straightened to place the wire on intermittent T-posts. The contractor will work closely with assigned COR in this area. The remaining fence can be repaired by installing pipe braces or rock baskets as needed to strengthen the fence. Existing T-posts can be reused unless proven to be longer useful. All wire gates will also need to be replaced (1).

Whitehorse Spring Fence

Repair and replace existing fence as needed. All wood post bracing will be replaced pipe posts. Wire can be reused and spliced as needed. Existing T-posts can be reused.

Replace all wire gates.

Rocky Table Spring

SOW Page 8

Replace all wood post bracing with pipe posts. Most of the wire along NW and SE ends can be reused, however, the South and north needs will most likely need to be replaced.

Reuse all t-posts that are in good condition. Strengthen and rebuild existing rock baskets as needed.

Buffalo Berry Fence

Construct 2 new exclosures on east and west ends tying into the existing exclosure fence, basically constructing two three sided exclosures. Easy panels will be used for corner braces. (see specs). Each exclosure will have 1 wire gate as seen on the attached map.

Mowing sage brush may not be allowed as this area is within a Wilderness Study Area.

The contractor will need to work with onsite COR to determine the best path for the fence line. Contractor shall be prepared for both cases, mowing and not mowing.
