About this file

This document is a set of Questions and Answers related to a Site Visit for a Janitorial Services Solicitation (Solicitation Number: 140L0724Q0016) for the Department of the Interior Bureau of Land Management.

The key details include information on permitted storage, floor cleaning requirements, paper towel dispenser manufacturer, recycling procedures, security clearance requirements, and background investigation processes. The solicitation requires the contractor to provide all necessary cleaning supplies, equipment, and materials. The government will be supplying and installing light bulbs. The document also provides details on the approximate square footage of each building, the number of employees, and the expected schedule, but refers bidders to specific pages in the solicitation for that information. BDO Janitorial Services Sol 140L0724Q0016 Site Visit Questions

· Can we store items in the carpenter shop building?

No. The carpenter shop is too small to allow for storage.

· Can we bring in a cabinet and place it somewhere in the warehouse for additional storage?

While a storage area is available in the warehouse, additional storage may be an option but requests for additional storage would need to be reviewed by the warehouse manager on a case-by-case basis.

· The carpenter shop and portions of the warehouse office have hard floors. Are these hard floors to be vacuumed or mopped on the Monday, Wednesday, Friday schedule?

Loose debris shall be removed by either sweeping or vacuuming and the floors shall be mopped on the Monday, Wednesday, Friday schedule.

· Who is the manufacturer of the Main Admin Building’s stainless steel paper towel dispensers?

The Main Admin Building’s stainless steel paper towel dispensers are made by Bobrick.

· Where are the rugs referenced in the vacuuming section of the statement of work?

The word rug in this context is synonymous with carpeted anti-slip mats that are found throughout the district complex often on hard surfaces such as the breakroom floor.

· Will recycle bins need to be washed clean if materials to be recycled leak (i. e. soda from a can)?

Yes

· Can we use can liners in recycle bins to reduce the need for washing/cleaning?

Yes, as long as they meet the green requirements.

· Would we be responsible for taking out the large wheeled recycle bins scattered throughout the buildings?

Yes

· There is a small area in the Fuels building with a refrigerator and microwave. Should we treat this like a kitchen as per the Statement of Work?

Yes

· Do we need to clean conference room tables?

No, but break room tables will need to be cleaned.

· Do we need to clean outdoor patios or break areas?

No

· I clean the office of a different federal agency and currently hold a PIV card for that location. Does the PIV card of a different agency reciprocate for a DOI PIV card?

Active PIV card holders from different offices/agencies may be offered temporary access to the BLM Boise District Office Complex on a case-by-case basis as determined by the COR but will still need to comply with DOI/BLM background check requirements and obtain a DOI PIV card.

· I clean the State Police Barracks and have a security clearance through them. Will I need another security clearance to clean at the BLM Boise District Office Complex?

Yes. Any persons working in the secure areas of the complex or after normal business hours will need to go through the federal government’s National Background Investigation Service (NBIS) background check process.

· What is required to begin a National Background Investigation Service (NBIS) background check?

The applicant must provide the COR with the following:

· Full Name

· Valid Phone number

· Valid email address

· Resume

· Signed Privacy Rights Statement

· Signed OF-306 Declaration for Federal Employment

· Is there a limit to the number of people we can put up for an NBIS Background Check?

No. The government encourages the winning bidder to have multiple employees go through the NBIS background check process so the contractor can continue to provide service during times of employee turnover, sick leave, etc.

· What would disqualify someone from obtaining a NBIS clearance?

NBIS is an entity separate from the DOI/BLM and has not shared disqualification criteria with the COR.
