Garnet Hill Recreation Area Improvements
Sources Sought Notice
Purpose: This Sources Sought Notice is issued for market research purposes only. Proposals are neither requested nor accepted at this time. Responses are requested from both large and small businesses to assess industry interest, capability, qualifications, and experience related to this requirement. Information obtained will be used by the
Bureau of Land Management (BLM) in developing the acquisition strategy.
The Government anticipates conducting a competitive acquisition. The acquisition approach and type of solicitation may be influenced by the level and quality of responses received. Responses may also affect potential small business or socio-economic set-aside determinations for the solicitation.
Additional Information: Draft specifications and drawings are included with this notice for review and comment.
Comments received may be used to make revisions or other changes to the requirement. All comments submitted will be considered public information and may be used by the Government without restriction.

Project Description: The Bureau of Land Management (BLM) has a construction requirement for all labor, materials, equipment, and supervision necessary to improve the Garnet Hill Recreation Area in White Pine County, Nevada, approximately 6 miles west of Ely, NV. Work includes improvements to access roads, trailheads, campgrounds, parking areas, signage, ADA-accessible features, picnic/day-use areas, vault toilets, and related site amenities.
Base work includes expansion and improvements to the Garnet Hill Main Trailhead and construction of upper and lower campgrounds with single/group campsites, vault toilets, picnic areas, kiosks, and associated infrastructure.
Additive work includes improvements to the Egan Crest, Keystone Junction, and Lackawanna Road trailheads, as well as Pole Line Road improvements including widening, Arizona crossings, and riprap slope stabilization.
Anticipated Period of Performance: Work to be completed by December 2027. The schedule assumes seasonal weather restrictions may limit on-site construction activities annually from November through May.
Bonding: The BLM anticipates that bid, performance, and payment bonds will be required. The anticipated bonding capacity for this project is approximately $6M.
Solicitation: The BLM anticipates issuing the solicitation June 2026.

Submission / Response Contents: Interested businesses (small or large) should submit the following information:
(1) Company name, SAM UEI number, address, point of contact, telephone number, and email address
(2) Business classification type: Please indicate whether your company is classified as a large or small business under the NAICS code listed above. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108.
If large, please indicate if your company is an Indian-owned economic enterprise.
If small, please indicate all relevant small business socioeconomic classifications as follows:
A) SBA certified Historically Underutilized Business Zone (HUBZone) business
B) Service-Disabled Veteran-Owned Small (SDVOSB) business
C) SBA certified Woman Owned Small (WOSB) business
D) Economically Disadvantaged Woman Owned Small (EDWOSB) business
E) 8(a) business (include program entry and expiration)
F) Socio-economically disadvantaged business
G) Indian-owned small business economic enterprise
(3) Information demonstrating experience and capabilities on projects of the same or similar size, scope, and magnitude of this project. Emphasis on heavy civil construction and recreational infrastructure projects.
Relevant experience includes earthwork, grading, drainage improvements, aggregate parking areas and access roads, recreational trail construction/rehabilitation, concrete work, campground and trailhead infrastructure, erosion and stormwater control, and work in remote or environmentally sensitive public-use areas.
(4) Statement regarding your company’s bonding capacity. Letters from bonding companies are not required.
Cost Reimbursement: Responses to this notice are voluntary, and the Government will not reimburse any costs associated with responding to this notice or subsequent information requests.
