Project Location: Carbon County, approximately 13 miles west of Rawlins, WY
Project Description: The Bureau of Land Management (BLM) has a construction requirement for all labor, materials, equipment, and supervision to repair the Teton Dam. Major items of work include:
1) Dewater reservoir and the construction area.
2) Excavate a portion of the existing dam embankment and foundation to remove the existing outlet works structures and construct the new outlet works.
3) Strip the upstream and downstream surface of the dam embankment to remove all vegetation.
4) Reconstruct the dam embankment, including:
a) Placement of compacted fill from onsite borrow sources.
b) Placement of compacted lime amended fill.
c) Placement of imported riprap and riprap bedding in designated areas of the upstream face.
d) Placement and compaction of imported sand and gravel for internal filter and drain features.
e) Construct a toe drain system consisting of drain pipes, precast concrete manholes, flow measurement flumes, and imported sand and gravel.
5) Construct new outlet works, including:
a) A precast concrete outlet works tower.
b) Concrete-encased, precast reinforced concrete pipe outlet conduit.
c) Concrete gated low-level inlet, stem encasement, and gate pedestal structures.
d) Grouted riprap stilling basin.
6) Excavation, grading, and placement of compacted for the spillway and training dike.
7) Place imported road gravel surfacing along the crest of the dam.
8) Reclaim all disturbed areas, including construction staging areas and temporary roads. Reclamation consists of the preparation of soil and seeding.
Estimated Period of Performance (PoP): 365 calendar days after issuance of the notice to proceed. Assumes PoP Sep 2025 through Sep 2026.

Site Visit: Date, time and meeting location, will be provided in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to ensure they fully understand the requirement and conditions that may affect the specifications, cost, and performance of the project.
Solicitation Issuance Date: The BLM anticipates issuing a request for proposals (RFP) end of May 2025. The proposals will be due approximately 30 days after the solicitation issue date. Potential offerors are responsible for monitoring www.sam.gov Contract Opportunities for all communication regarding this requirement, including downloading the complete solicitation package and all solicitation amendments. No paper copies or email copies will be provided.
Registration: Offerors must have an UEI number and be registered and active in the System for Award Management (SAM) www.sam.gov in order to be eligible for award.
Award will be based on best value to the government in accordance with the Federal Acquisition Regulations (FAR). This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs.
