About this file

This Limited Source Justification (LSJ) document details the Bureau of Land Management's (BLM) intent to award a sole-source task order to Managed Business Solutions, LLC for Wild Horse and Burro Online Corral (OLC) Operations & Maintenance (O&M) Support Services. The task order will have a 12-month base period with a potential 6-month extension, totaling an 18-month period of performance, with an estimated total contract value of $600,000.

The justification emphasizes that Managed Business Solutions is the current service provider with unique system knowledge and critical staffing expertise. The contract is crucial for supporting the BLM's Wild Horse and Burro Program, maintaining system continuity, and facilitating the integration of the OLC with the Modernized Wild Horse and Burro System (WHBS). The government argues that changing vendors would risk project delays, increased costs, and potential quality failures, especially as the WHBS modernization is anticipated to conclude around March 2026. The order will eventually transition to contract 140D0424D0097 for Mission Services Platform support services, with the O&M award expected on or after April 1, 2026.

4. An identification of the statutory authority permitting other than full and open competition:

Select one of the following:

_____FAR 16.505(b)(2)(i)(A) The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.

_____ FAR 16.505(b)(2)(i)(B) Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.

☒ FAR 16.505(b)(2)(i)(C) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

______ FAR 16.505(b)(2)(i)(D) It is necessary to place an order to satisfy a minimum guarantee.

______ FAR 16.505(b)(2)(i)(E) A statute expressly authorizes or requires that the purchase be made from a specified source.

______ FAR 16.505(b)(2)(i)(F) Being set aside for small business concerns.

5. The authority and supporting rationale (see 16.505(b)(2)(i) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

FAR 16.505(b)(2)(i)(C) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

Rationale: The current order, 140L0622F0117, was awarded from BPA GS-35F-0357U / 140L0620A0011. The BPA was competed with no restrictions against the Federal Supply Schedules, utilizing the applicable Federal Supply Schedule ordering procedures.

This Justification for Limiting Sources is to allow Managed Business Solutions, LLC to continue providing mission critical O&M services for the OLC Project.

Managed Business Solutions LLC is the current service provider managing OLC. Managed Business Solutions LLC uniquely possesses the experience and capacity to support this ongoing O&M, as well as the comprehensive understanding of the system for BLM. As the current implementor, Managed Business Solutions LLC is the only contractor able to provide continued O&M support services without introducing an unplanned costly and inefficient transition or a break in O&M support services. A break in O&M service would not only impact the support the Wild Horse and Burro Program needs for this public facing system but would also impact the cost and schedule for the Wild Horse and Burro System (WHBS) Modernization. Integration of the OLC with the Modernized WHBS is critical for the ongoing operations of the BLM Division of Wild Horses and Burros and any gap or change in vendor support for the OLC would delay the integration with WHBS and would increase the development time and cost for that modernization and BLM’s Capital Planning and Investment Control (CPIC) for this IT requirement.

Managed Business Solutions LLC has staffing with significant experience essential to the O&M support. Managed Business Solutions LLC has highly skilled employees in place with elevated systems access. In the event of a security crisis, employees who possess elevated security access are critical to assist in monitoring systems. Managed Business Solutions LLC has current staff that have been cleared through the background clearance process, a process that can take from two weeks to six months to receive a suitability clearance.

6. A determination by the ordering activity contracting officer that the order represents the best value consistent with 16.505(b)(2)(ii)(D)(7)(i).

The Contracting Officer determines that the anticipated prices will be fair and reasonable based on established Federal Supply Schedule pricing under MAS GS-35F-540GA. In addition, comparisons to award made under recent awards to Managed Business Solutions, LLC under similar task orders are available. All applicable discounts will be requested in accordance with FAR 8.405-4.

7. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

Market research was not conducted specific to the OLC O&M Support Services since an ongoing procurement for a larger for Mission Services Platform will encompass the long-term OLC O&M Support Services. In addition, due to the recent major updates to the system, a change of contractors at this time would be detrimental to the support of the system and support required for the recent major updates to the public facing system.

8. Any other facts supporting the justification.

The time and money in the acquisition process for both contract and technical resources would not be in the Government’s best interest since a substantial amount of work (cumulative years) was put into awarding the development of the Modernized WHBS. That development of the modernized WHBS is anticipated to conclude as soon as March 2026 which includes integration with the OLC. It is not an efficient or a responsible use of Government resources to switch to a new vendor for this short-term effort. Also, it is unknown the time required for a new contractor to intervene and operate at full capacity during this critical period with new public facing functionality for OLC.

Additionally, allowing such a highly complex and public facing system to change service implementors at this critical time would be detrimental to the BLM mission as it would put the OLC and WHBS Modernization investments at serious risk of cost, schedule, and quality failures when the OLC will be fully integrated with the Modernized WHBS. Switching vendors prior to the complete integration with the Modernized WHBS would likely force the project to deviate substantially from its federally regulated CPIC reported project constraints.

9. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

This order will be transitioned to contract 140D0424D0097 for services associated with the Mission Services Platform, a unified mission-driven solution which includes O&M support services for the BLM. The award for O&M is anticipated to be awarded on or after April 1,2026.

The development of the modernized WHBS will not be completed with the integration of the OLC system before expiration of the current OLC task order. Therefore, this action can only be provided by Managed Business Solutions, LLC.

10. The ordering activity Contracting Officer’s certification that the justification is accurate and complete to the best of the Contracting Officer’s knowledge and belief and evidence that the supporting data that form a basis for the justification have been certified as complete and accurate by technical/program personnel.

I certify that the facts and representations under my cognizance, which are included in this justification and which form a basis for this justification, are complete and accurate.
