About this file
This document is a Site Inspection Tour and Prebid Conference Record for the Cinch Fence project, solicitation number 140L0625Q0026, conducted by the Bureau of Land Management on Tuesday, July 8, 2025. The site tour involved inspecting a new fence line near Fort Benton, Montana, with two access routes (a longer south route accessible by trailer and a shorter north route only accessible by 4WD vehicle). Key details include specifications for fence construction, such as T-post color requirements (green with white or silver tops), options for corner and end panel construction using either treated wood posts or steel pipe, and strict environmental constraints like prohibiting sagebrush removal and minimizing ground disturbance.
The meeting documents important clarifications for potential contractors, including wage rates for laborers (general laborers at $17.75 plus $4.12 in fringes), requirements for submitting alternate materials and bracing systems for approval, and confirmation that the government has secured right-of-way access on the designated roads. The project involves removing non-functioning fence and constructing a new fence line, with specific technical requirements for materials, post configurations, and installation methods. The site has challenging terrain, with the southern portion of the fence line requiring manual installation due to steep embankment and restricted mechanical equipment access.

Cinch Fence Prebid Site Tour Solicitation #140L0625Q0025
Tuesday, July 8, 2025
Meeting Notes:
The site tour meeting began at 10:30am at the designated location of US Highway 87 and MT Highway 223 intersection near Fort Benton. The meeting was attended by RMS Jeremy McKellar, COR Roger Solberg, one contractor, and one fence materials supplier.
Jeremy gave out two maps to all in attendance and explained that there are two access roads to the site. The south access road from Fort Benton is longer but is trailer accessible. The north access road from Loma is shorter but accessible only by 4WD pickup or UTV. The first map shows these two access routes. The second map is a site map that shows the location and layout of the existing fence to be removed and of the new fence to be constructed.
Roger gave a summary of the work to be completed.
We then proceeded to the site via the south access road from Fort Benton.
The new fence line has been staked. We walked the north portion of the new fence line while Jeremy pointed out the staking for the various fence structures. He added orange paint to each stake for visibility enhancement. The group then drove the two-track along the existing fence line to the point where the old and new fences will converge. From there, the group walked the remainder of the fence line going south.
The route for the new fence is skid steer accessible, except for the final length beyond the southern-most gate. This length of fence extends up a steep embankment. There is no mechanical equipment allowed up this embankment to the south end of the new fence construction. There is to be as little ground disturbance in this area as possible to reduce the potential for future erosion.
Questions and Answers:
Question #1: Are equivalent steel corner, end, and stress panel bracing systems acceptable as an alternate substitute to the specified systems?
Answer #1: Yes, but any alternate bracing system must first be submitted for approval by the Contracting Officer (CO) as an acceptable equivalent product.
Question #2: Are equivalent materials acceptable as an alternate substitute to those specified in the technical specifications?
Answer #2: Yes, but they must be submitted and approved as an acceptable equivalent product by the CO.
Question #3: What T-post colors are acceptable for this project?
Answer #3: Per the technical specifications, all T-posts shall be painted green with white or silver tops. No lime green tops are allowed.
Question #4: Is removal of sagebrush allowed?
Answer #4: No, sagebrush shall not be removed nor disturbed. Furthermore, no building of access roads will be allowed.
Question #5: Both the north and south access roads to the site cross private land. Will permission need to be obtained from these private landowners for road access?
Answer #5: No, the government has been granted right-of-way on the two designated access roads.
Question #6: Both 3 post corners and 5 post corners have been called out in the contract technical documents. Can you provide some clarification?
Answer #6: This contract gives the contractor the option to build corner, end, and stress panels with either treated wood posts or steel pipe. If wood construction is used, then 3 post and 5 post corners are required as shown in the technical drawings. If steel construction is used, then 3 post corners are acceptable at all fence corner locations.
Question #7: What is the government’s required wage rate for a general fence laborer?
Answer #7: Per the General Decision No. MT20250058 for building construction in Chouteau County, Montana, the common or general laborer rate is $17.75 plus $4.12 fringes. Welders and equipment operators shall be paid their corresponding rates found in the General Decision.
The site tour meeting concluded at 1:45pm.
