Ques ons and Answers

Jarvie Electrical Rehab

140L0625Q0023

1) Q) The drawings spec out a 400amp meter main combo. In talking with the u lity company (Moon Lake Electric) they will only install a Class 320amp meter in one of these panels as they are residen al grade panels. If a true 400amps of available power is required, then a CT metering system will be required with two sub-panels with main breakers installed in each one.

A) I checked with Brady Brotherson at Moon Lake. He met with the meter supervisor and reported back that Moon Lake can accommodate the as specified Siemens unit with a 400 Amp meter.

2) Q) Is a building permit required for this work to be performed and inspected by the AHJ (county inspector) before energizing can be performed at the comple on of work?

A) No, the Government is exempt from local inspec on.

3) Q) As the amount of concrete is very minimal, can the 3 foo ngs for the panel rack all be combined into one footer? This would not increase the cost any and would add structural stability and strength to the rack.

A) Yes, this is acceptable.

4) Q) On drawing 1.3, it does not show dimensions of the required ¾” crushed stone. As it is larger than the vault.

A) Approximately 2 yards of rock will be needed for the sump and vault work.

5) Q) In lieu of a cast-in-place vault, a contractor believes there are cost savings available for installing a pre-cast vault that meets all dimensions and design criteria. Please confirm if a pre-cast vault is acceptable.

A) Yes, however, there are overhead powerlines directly over the loca on of the vault. It is unlikely that a crane can be used to set a precast vault. Addi onally, the idea behind a cast in place box with a shoe box style lid is to avoid crea ng a confined space situa on.

6) Q) If a pre-cast vault is acceptable, would it be acceptable for the vault be constructed with a 7-8” thick concrete floor with block outs for duct entry and grounding electrode penetra ons. This can include a recessed sump in the center for water removal. Please confirm if a concrete floor with the pre-cast design would be acceptable and if the sump would be required.

A) A concrete floor is acceptable if precast is used. Approximately 2 yards of rock will be needed for the sump. Any penetra ons need to be sealed to keep rodents or other burrowing wildlife out.

7) If a pre-cast vault with a solid concrete floor is acceptable, would the following op ons be acceptable:

a. Q) Directly moun ng the stainless-steel rack to the concrete vault floor by use of backets and moun ng hardware

A ) No, we believe the posts would interfere with the lid.

OR

b. Q) Foregoing the (3) ver cal strut rack bars and installing the (3) lateral / horizontal strut bars for each rack directly to the pre-cast vault walls via concrete anchor bolts with all boxes mounted to the strut.

A) No, we want the box to have a low profile. This proposal appears to have the box walls protruding significantly above the ground surface. Or, if the walls are below grade, the meter/panels would be below grade. We want the meter/panels to be above grade for serviceability.

If direct moun ng is not acceptable, would the following op ons be acceptable:

c. Q) Core drill the vault floor 6” deep and directly set / anchor the ver cal rack struts in the vault floor.

A) No, we believe the posts would interfere with the lid.

OR

d. Q) Include three 18”W block-outs in the vault floor and pour 24” deep foo ngs for the racks per the DWG, with top of foo ng matching top of vault floor eleva on.

A) No, we believe the posts would interfere with the lid.

8) Q) If a pre-cast vault with floor is acceptable, can a contractor submit all vault design documents to include layout, loca ons, and eleva ons of racking, NEMA meter box and panel, sprinkler mer, interior duct and raceway, etc. prior to manufacturing. The intent of this shall be to obtain Government and U lity Company acceptance so the contractor may proceed with manufacturing the vault with complete electrical buildout prior to delivery to site. This would allow the contractor to expedite the construc on process and cut down on the me required to build out the vault onsite and the outage dura on. Please confirm if pre-delivery buildout based off approved DWGs would be acceptable.

A) a primary reason for cast in place is to provide some flexibility with final placement, sizing, and configura on. Without excava ng the Government has provided the best informa on it can. However, un l demoli on and excava on are complete, it will be difficult to confirm an exact configura on of conduit and conductors. The Contractor will need to determine which conductor has the greatest limita ons and build out from there.

9) Q) Is a wiring diagram available for the electrical buildout inside the vault?

A) No, the Government believes there is enough exis ng conductor to be reused when placing the tray below grade. However, we do not have exact measurements of the conductor and cannot provide an exact diagram. The Contractor will need to determine which conductor has the greatest limita ons and build out from there.

10) Q) No ng the vault will extend approximately 5-1/2” above finished grade, does the aluminum vault lid need to be traffic rated or are bollards required to protect it from vehicle strikes?

A) No, traffic rated cover is not needed. No, bollards are not required.

11) Q) Regarding exis ng service and equipment, will the u lity (Moon Lake Electrical Associa on) remove the exis ng meters, or will the awardee remove and store the meters un l they need to be reinstalled by the u lity?

A) The awardee will remove the meters.

12) Q) Please confirm if exis ng conductors termina ng in the exis ng electrical distribu on shed (from the OHE pole and onsite buildings) shall be reused or if all electrical feeds need to be replaced from the new vault to the OHE pole and all onsite buildings. The scope of work is not clear on this - there are no DWGs referencing underground duct or new cable pulling requirements but A achment 2 – Drawings:

Electrical Demo - Note 3 references salvaging all electrical conductors during demo, indica ng these conductors will be removed, recycled, and replaced. We want to confirm we shall be protec ng all exis ng conductor and then re-feeding / re-termina ng the exis ng conductor in the new electrical distribu on vault. Can you confirm that this understanding is correct?

A) OHE Pole to Meter Assembly – The Contractor will provide the trench from the meter assembly to the OHE pole. New conduit and conductor to be procured and installed by Moon Lake.

Meter Assembly to Vault – New conduits and conductors to be procured and installed by the Contractor.

Vault to Buildings – Conduits modified as needed by the Contractor. Conductors reused and connected in vault by the Contractor.
