1 Attachment 2 103.04 Crack seal where new hot-mix asphalt meets U.S. Route 191 and cattle guard. Please provide a drawing/sketch of the Goverments' expectation(s).
Basic asphalt crack seal to ensure the connection points of the new HMA and existing items like the cattle gaurds and HMA are sealed. See picture at end of document.
2 Attachment 2 103.09 No site laydown/staging area(s) are identified in the bid documents. Please provide location and size of available laydown/staging areas.
Basically any patch of unvegetated and even ground within 100ft of road centerline could be a potential staging/stockpile area. Here are a list of our suggested locations. If during construction, the contractor would like to suggest another, BLM would be able to approve other areas as necessary. 32°48'13.51"N, 109°34'50.03"W long, pull off of about 2,000 sq. ft.; 32°47'44.01"N, 109°35'18.18"W about 1.39 acres.; 32°43'32.72"N, 109°31'54.92"W about .5 acres; 32°45'21.38"N, 109°33'35.28"W approx. .33 acres; 32°45'0.05"N, 109°33'30.73"W approx. 0.82 acres; 32°43'22.65"N, 109°31'46.68"W approx. 0.5 acres; 32°42'33.32"N, 109°30'55.34"W approx. 1.5 acres; 32°38'31.20"N, 109°31'23.12"W approx. 0.2 acres
3 Attachment 2 156 Is a Traffic Control Supervisor required? If so, can this be dual hatted?

4 Attachment 2 304.09 Will the Contractor be held to the 14 day requirement of chip sealing after compation? This will cause additional mobilization for the chip seal work.
Yes this is required in the specificiations. Contractor to ensure the base meets specifications before placement of chip seal. If base left open too long this could cause the compaction to deteriorate and not meet specifications before placement of the double chip seal.
5 Attachment 2 407 Will BLM provide stockpile locations? If so, where? 0.2 acres
6 Attachment 2 407 Will the chip seal aggregate be allowed to be swept onto the shoulder?
Yes. Contractor to knock down any windrow left and ensure no turnouts are blocked.
7 Attachment 2 407.10 & 407.12 Requires vacuum sweeping. Can side sweep brooms be utilized?
Yes. Contractor to ensure excess material is broomed off of the road prior to placement of next material.
8 Attachment 2 407.13 (a) and (b) refers to Table 703-7. Table 703-7 does not exist. Please clarify.
These are FP-14 specifications which has table 703-7. In the project specifications section 703 - Aggregate it mentions to replace table 703-7 with PAG standard specs.
A PAG reference table is in the project specs to follow for the chip requirements. Section 703 has the requirements for the chips material.
9 Attachment 2 Table 407-3 States that acceptance is statistical. Please confirm that this is in error.
Project acceptance is not statistical. Material required to meet specifications and shown on submittal and test reports to be accepted.
10 Can the Contractor's personell camp onsite during the project?
Yes. Contractor's may disperse camp along any existing route in areas of pre-disturbance (unvegetated and evidence of prior use) so long as they maintain clean and sanitary campsites. Vehicles or trailers must be located within 100 ft. from the centerline of an exisitng route.
Human waste and litter will need to be property disposed of off public land. If needed, contractors may request extending stays of more than 14 days upon Authorized Officer approval.
11 Is a Stormwater Pollution Plan and NOI required for this project? If so, please provide the Government's expection(s).
Stormwater Pollution Prevention Plan (SWPPP) is required for this project and submitted to BLM, however, please note that while the SWPPP is necessary, it does not meet the criteria requiring review by the Arizona Department of Environmental Quality (ADEQ). It is the contractor's responsibility to prepare the SWPPP and ensure that all necessary permits and regulatory requirements are obtained and adhered to for this project. Please ensure that the SWPPP is developed in compliance with ADEQ guidelines and any other relevant local or federal regulations.
12 General contractor management on-site is not specified, we are including a triple hatted Superintendent (includes QC and SSHO roles). Please confirm this intent.
Acceptable. As long as the individual meets the role qualifications.
13 Are there any known historical or archeological sites within the site work limits?

Typical road shoulders are not required however as mentioned in the specificiations contractor is to ensure propoer drainage is provided.
16 Has the Government coordinated with AzDOT regarding this project?
No, this is a BLM road and it is the contractor's responsibility to get any permits required to include the encroachment permit ther ADOT.
17 Due to the current volatility in the oil market and project duration. Will the Government add an escalation clause for bituminous products?
Escalation will not be provided for this contract.
18 Due to the current volatility in the oil market and project duration. Will the Government add an escalation clause for fuel?
Escalation will not be provided for this contract.
19 Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
No. Triple hat or double hat roles are acceptable as long as the individual meets the role qualifications.
20 Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
At this time there is no plan to extend the period of performance for the contract.
21 Will we be able to close off Haekel Road completely to traffic at both ends of the project for the duration of the work, since access will be maintained at all times to the Hot Well Dunes Recreation Site from the South?
Contractor may close the portion of the road under construction. Contractor to provide an in-depth traffic control plan that shows how the road will be closed as well as how the general public will be notified of the detour.
With the allowable road closure contractor must maintain access for law enforcement, fire personnel, BLM personnel, and grazing permittees at all times. Hot Well Dunes must remain open at all times.
22 Can we have an office on site in a provided area? If not will an rv or tow behind be okay for use?
Yes. We'd prefer the office or RV be placed at this general location: 32°47'37.15"N, 109°35'32.63"W
23 My understanding is tht the bid for the attached specs requires two types of chip-seal emulsion, Section
702.02 - CRS-2P & CRS-2hP, softer vs harder pen emulsion which appears to be not reasonable. I have spoken to the Western Federal Lands office in Denver, CO. The engineer from that office indicated that typically they don't specify two different chip seal emulsions for the same project. Our proposed supplier for the emulsion; Ergon Asphalt, respectfully requests the specifying agency for this project to consider CRS- 2hP to be used for both lifts of cip seal for simplicity and also considering the ambient temerature of the project site. Harder pen emulsion seems to be the better choice for emulsion.
Following the specified application process has resulted in successful past projects. Therefore, we request that the double chip seal road project be installed per the specification requirements to maintain consistency and quality of the project outcome.
