Solicitation Number: 140L0624R0042 Project Identification: JILONA Shoreline Stabilization Point of Contact: Jeane Steed, Contracting Officer, jsteed@blm.gov Project Location: Jupiter Inlet Outstanding Natural Area, Jupiter, FL Magnitude of Construction: Over $10M Estimated Period of Performance: 636 calendar days North American Industry Classification System (NAICS) Code: 237990 / Other Heavy and Civil Engineering Construction, includes Marine Construction Produce Service Code: Y1PA – Construction of Recreation Facilities (Non-Building) Small Business Size Standard: $45M Solicitation Set-Aside: Total Small Business. Only companies that qualify as a small business under the applicable size standard will be considered.

Solicitation Issuance Date: The BLM anticipates issuing a subsequent request for proposals (RFP) in 15 - 20 days.

Proposal Submission Deadline: 30 days after the issuance of the RFP.

Registration Requirements: Perspective offerors must have a Unique Entity ID (UEI) and an active System for Award Management (SAM) profile to include completed representations and certifications. https://sam.gov/content/home Site Visit: Yes – Approximately 2 weeks after the issuance of the RFP. Refer to FAR provision 52.236-27 within the subsequent solicitation.

Project Description: The subject requirement consists of all labor, materials, equipment, and supervision to stabilize the shoreline, reduce or eliminate erosion, provide for public use where it is compatible with th5 - at purpose and enhance aquatic and terrestrial habitats where possible. The base requirement consists of upland site work including site clearing, excavation and fill placement, construction of a terraced wall with the upper wall being a large block gravity wall (Redi-Rock block wall or approved engineer equivalent) and the lower wall being an anchored sheet pile wall. The project also includes terraced walls, a lower retaining wall, mid-level terrace, vegetation, and sediment management. Five other optional projects are included in this requirement, and the government anticipates funding for exercise of those options.
