About this file

This document is Amendment 2 to the Solicitation 140L0624R0035 for Riparian and Wetland AIM data collection services in support of the Bureau of Land Management (BLM) Alaska Region. The amendment provides incumbent information, including the current contractor ABR, Inc. and the contract details (IDIQ Contract: 140L0618D0033, 2023 Task Order Value: $569,537, 2024 Task Order Value: $732,364). It also addresses critical success factors, key challenges and pain points, and specific client expectations and deliverables for the project. The solicitation is seeking services to collect Riparian and Wetland AIM data at randomly distributed points on BLM-administered lands in Alaska, with a period of performance from 01/01/2025 to 12/31/2029. The amendment indicates this solicitation is similar in size and scope to the previous work.

Provide insights on the following three pivotal aspects:

1. Critical Success Factors:

o What are the most critical success factors that the Client is looking for in the execution of this project?

A solid work plan that demonstrates the vendor¿s knowledge and familiarity with the type of work required will show that the vendor can accomplish the work with minimal input from BLM.

2. Key Challenges and Pain Points:

o What are the key challenges or pain points that the Client has experienced in previous AIM data collection projects that we should address in our proposal?

Securing transportation and fuel in remote locations, managing uncertainty throughout the field season (unknowns such as weather and wildfire). A detailed workplan will demonstrate that the vendor is capable of working through the challenges of remote work in Alaska.

3. Expectations and Deliverables:

o Are there any specific expectations or deliverables that the Client is particularly focused on, beyond what is outlined in the solicitation documents?

High quality data delivered on time according to the standards outlined in the National RW protocol.

How do you want this proposal submitted? via email; see instructions in solicitation

What was the previous pricing, if any?

2023 Task Order Value: $569,537 (25 field days, 3 hitches, 56 plots)

2024 Task Order Value: $732,364 (30 field days, 3 hitches, expectation is at least 70 plots)

If so, Is this the same size and scope as the previous project?

The current solicitation is similar in size and scope. CLIN1: 40-60 plots, CLIN 2: 20-30 plots.

Period of Performance: 01/01/2025 to 12/31/2029
