Questions and Answers #1
1)Q: On the solicitation, it says the magnitude of the project is $500M to $1M. Please confirm.
A: Project Magnitude is $500K-$1M – see amendment 1.
2)Q: No site laydown/staging area(s) are identified in the bid documents. Please provide location and size of available laydown/staging areas.
A: There are multiple locations along Bonita Creek Road that could potentially be used as a laydown/staging area. Lat/Longs are noted below. Contractor to utilize one location at a time to not interfere with public/other projects. These are potential locations and may be occupied at the time of construction.
LAT: 32°52'38.13"N LONG: 109°30'59.31"W
LAT: 32°52'25.43"N LONG: 109°31'41.61"W
LAT: 32°52'11.45"N LONG: 109°32'6.69"W
32°53'20.71"N, 109°29'43.74"W (surplus material site may be utilized if available area for staging)
3)Q: The Geotechnical Evaluation Report, by Ninyo & Moore, January 2023 does not cover locations on this project. Is there a Geotechnical Report for this project?
A: Refer to Ninyo & Moore project dated January 12, titled Bonita Creek Roadway Improvements.
See pages 24-26 for locations. Boring B1 is in the area of improvements on sheet CS107. Boring B2 is in sheet CS110. Boring B4 - sheet CS116. Test pit TP1 - sheet CS117. Test pit TP2 is - sheet
CS119.
4)Q: Does the Government have a site to dispose of the excess material?
A: We’d prefer if as much material be spread on the downhill slopes near the site improvement work to aid in erosion control. BLM will identify where to spread material. The second option would be to stockpile at the identified surplus material site located at 32°53'20.71"N, 109°29'43.74"W.
5)Q: QC testing; Frequency of testing requirement is not specified for the various disciplines, i.e., grading, compaction, concrete, etc. Are these quantified?
A: Notes call out ADOT Specifications. Refer to ADOT MATERIALS QUALITY ASSURANCE
PROGRAM APPENDIX C SAMPLING GUIDE SCHEDULE for frequency of testing.
6)Q: Screening native rock for gabion baskets as permanent erosion control measure. Is it the
Governments intent to have the Contractors screen the material from the slope flattening areas to make the gabion rock? If so, does the Government have an area to perform this work?
A: Refer to spec section 312500 1.E “Rock shall conform to the quality requirements in Section
312000, Rock for Riprap, unless otherwise specified on plans. At least 85 percent of the rock particles, by weight, shall be within the predominant rock size range.” Site salvaged and screened rock meeting the spec is acceptable.
The surplus material site could work as a screening location of the excess material. See answer to question 5 for location details.
7)Q: Is a Traffic Control Supervisor required? If so, can this be dual hatted?
A: Can be dual hatted.
8)Q: Is a consultant required to perform the CPM Construction Schedule? Or can the contractors personnel perform this duty?
A: Contractor can perform.
9)Q: Specs state "Prepare, maintain, and proceed in conformity with Storm Water Discharge
Permit/Storm Water
A: SWPPP and NOI required. Contractor to submit plan and procure required permits.
10)Q: 1. Testing Frequency: Obtain one composite sample for each day's pour of each concrete mixture exceeding 5 cu. yd. but less than 25 cu. yd., plus one set for each additional 50 cu.yd. or fraction thereof.
2. Testing Frequency: Obtain at least one composite sample for each 100-cu. yd. or fraction thereof of each concrete mixture placed each day.
a. When frequency of testing provides fewer than five compressive-strength tests foreach concrete mixture, testing shall be conducted from at least five randomly selected batches or from each batch if fewer than five are used.
Which one is correct?
A: Follow Section 1 for simplicity. This project is relatively small, so either option provides the same frequency.
11)Q: CS501 Low Water Crossing Section shows the concrete to be ADOT- Class B. 321313 2.5 A.
states "Compressive Strength 4,000 or per ADOT Standard Specifications and details (whichever is greater) and as noted in the drawings. Which one is correct?
