BUREAU OF LAND MANAGEMENT
National Operations Center Denver Federal Center, Building 85
P.O. Box 25047 Denver, CO 80225-0047 https://www.blm.gov
Purpose of this Notice In accordance with FAR Subpart 5.2, this is a pre-solicitation notice only. This is not a Request for Proposals (RFP) and does not commit the Government to award any contracts now or in the future.
Background The Bureau of Land Management (BLM) National Operations Center (NOC) in Denver CO is seeking contractor services to support the U.S. Department of the Interior (DOI) agencies and U.S. Forest Service (USFS) need for mechanical hazardous fuels management services in the state of Neveda. Fuels management services and vegetation treatments have been proven as a means to mitigate wildfire hazards, to lessen catastrophic fires, lessen the threat to public and firefighter safety, and reduce damage to property. The objective of fuels management is to modify wildland vegetative fuel so that when a wildfire burns, it is less severe and can be more easily suppressed.
Project areas are reforestation areas, natural and managed stands of timber/woodlands of all ages, size, and species, shrub fields, or grass areas. Fuels shall consist of activity slash, natural fuels, live fuels, and slashed shrubs and trees. Historical fuel loadings range from less than ½ ton per acre to as high as 100 tons or more per acre. Treatments such as thinning, brushing, chipping, piling, fuel break construction, and herbicide treatments have been shown to reduce the risk of wildland fire and the severity of fires that occur. The objective of the resultant IDIQ contracts and task orders are to treat fuels present on units identified in order to improve the overall health of ecological sites, reduce fuel loading, and improve wildlife habitat and other watershed values.
Scope The DOI and USFS require Contractors with the capability to provide all the following mechanical hazardous fuel reduction services excluding Broadcast Application of Herbicide and Landscape Application of Herbicide, which are optional requirements.

* These are optional items. These items are not mandatory to propose for the mechanical services requirement.
General The BLM anticipates the issuance of commercial solicitation 140L0624R0006 as a total small business set-aside on or about May 1, 2024. The BLM further anticipates that the solicitation will result in the issuance of multiple Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts under which firm-fixed-price task orders will be issued.
Contracted services for the state of Nevada will meet the needs of multiple agencies within the DOI and the USFS. The BLM anticipates IDIQ contract awards will be decentralized, which will allow designated contracting officers within these agencies to solicit and award task orders under any resulting IDIQ contract award. Specific tasks requirements will be defined and funded in any subsequent task order awards.
Solicitation 140L0624R0006 will be issued in accordance with Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Products and Commercial Services and FAR Part 15 Contracting by Negotiation. The North American Industry Classification System (NAICS) code for this acquisition is 115310, Support Activities for Forestry, Fuels Management Services. The Product Service Code (PSC) is F003 Natural Resources/Conservation - Forest-Range Fire Suppression/Presuppression.
