#1 - Questions and Answer
| Request For Quote, Cadastral Survey Monuments Questions and Answers |
| RFQ# 140L0623Q0013 |
| Questions Deadline: April 17, 2023 COB |
| Question | Answer |
| 1. Will BLM entertain partial bids (i.e., proposals from suppliers for some but not all of the products specified in the RFQ)? | No. |
| 2. Will BLM entertain proposals by bidders for products that are not identical but are functionally equivalent to the products specified in the RFQ? | Yes, as long the equivalent product meets BLM's RFQ specifications and standards plus includes your supporting documentation. |
| 3. May samples be submitted which are equivalent in materials but of different length (e.g., sample pipe monuments of 24” length rather than the required 30” length), but otherwise identical to the specifications? This question pertains to samples only. | No. |
| 4. Will a schedule of previous order history of each of the requested products be made available to bidders? | See Tab #2 - Previous Order History |
| 5. Will BLM consider annual CPI-based price adjustments and/or fuel surcharges after the award is made? | No. (see Question #6) |
| 6. What is the BLM process for requesting and approving post-award price changes based on unpredictable cost changes (such as materials and shipping costs that can be impacted by geopolitical forces out of bidders’ control)? | The contractor may email the contracting officer after award is made and request a price adjustment at any time. The contracting officer will review these requests and decide if price adjustment is warranted. Offerors should be cautioned that such adjustments are historically uncommon but the possibility is offered in good faith. |
| 7. Is there a high resolution logo for the BLM Cadastral decal referenced on page 38 of the specifications at Land Survey Monument Strip Decal details. | See RFQ Posting Attachment - Strip_Decal_Examples_Specifications_Page_38_Supplement |
