STANDARD FORM 30 (REV. 11/2016)

Prescribed by GSA FAR (48 CFR) 53.243

Previous edition unusable

Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

Questions received by August 29, 2022

Question 1: Attachment 6 (Past Performance Questionnaire) indicates that the Questionnaire is due to Ms. Chamberlin no later than 13:00 MDT on Monday August 8, 2022, which predates the solicitation issue date (i.e., 08/10/2022). Based on the relative dates, it appears the August 8, 2022 due date on the PPQ may be a typo. Please confirm when the PPQ is due.

Answer: The date is an error. The past performance questionnaires are due on September 8, 2022 at 1300MD.

Question 2: On page 58 of 64 of the solicitation in L.10.2 Volume II – Factor 1-Technical Proposal, Subfactor 1, it is indicated that the “contractor shall provide up to two examples of a work products that demonstrates their capabilities and experience…”. Reference to Past Performance Information and inclusion of example work product is also requested further on Page 58 in the L.10.4 Volume III Factor 2 section. Should respondents include example work products in both Volumes II and III, or just Volume III?

Answer: The work products shall be included in Volume II.

Question 3: On page 59 of 64 of the solicitation the Price Proposal is noted as being part of Volume III (see L.10.5). Elsewhere in the solicitation it is noted that there are to be four volumes, so it is our understanding that the Price Proposal should be included only in Volume IV. Please confirm.

Answer: The price proposal should only be included in Volume IV.

Question 4: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

Answer: This is a new requirement.

Question 5: How many resumes should be submitted?

Answer: Resumes for the IDIQ Key personnel shall be submitted. Additional resumes may also be submitted.

Question 6: Regarding page 58, Volume II – Factor I -Technical Proposal – Subfactor Technical Capabilities.

In the document text, it refers to work examples needing to be provided that demonstrate experience in the activities listed in paragraph 3.3 of the PWS with examples listed as “CERCLA Site Inspection, Non-Time Critical Removal Action, or Remedial Action”.

Should this refer to Paragraph 3.4 of the PWS or is Paragraph 3.3 accurate?

Questions received by August 29, 2022

Answer: Reference to 3.3 is not accurate. Work examples needing to be provided that demonstrate experience in the activities are listed in paragraph 3.4

Question 7: Two key personnel are identified within the solicitation: IDIQ Program/Project Manager and IDIQ Cost estimator. Resumes are required for both. Additional staff are listed under Personnel Requirements. Are resumes to be prepared for these personnel as well, or only for those two "key personnel"?

Answer: Resumes for the IDIQ Key personnel shall be submitted. Additional resumes may also be submitted.

Question 8: An “assistant project manager” is referenced on page 14, but does not seem to be defined in the Personnel section beginning on page 5. What is this position, does a rate need to be prepared for them, etc.?

Answer: The reference to an Assistant Project Manager is used to provide an example of individuals that the contractor may deem appropriate to attend the Post Award Conference Meeting. No rate needs to be prepared for this position.

It is only an example.

Question 9: May bidders request that pieces of their submittal or the submittal in its entirety be considered confidential outside of the reviewing board/not for public distribution?

Answer: The offeror’s proposal is not distributed to the public. The awarded IDIQ contains the PWS that is within the solicitation, the completed price schedule and attachments, not the offeror’s proposal. The offeror’s proposal is considered Source Selection Sensitive per FAR 2.101and is not distributed to the public per FAR 3.104-4..
