Transformational funding for ecosystem restoration, orphaned well plugging and other activities

Includes Federal government funding, tribal grants and state grants

Includes all land managing agencies in DOI and USDA (BLM, USFS, NPS, FWS, BLM and BIA)

Methane measurement pre and post plugging

Total of $250M for the Federal Program

Orphaned Wells •Orphaned wells are defined by BIL:

◦ A well that is not used for an authorized purpose

◦ For which no liable party can be found

◦ The liable party is unable to plug the well and remediate and reclaim the surface

◦ Within the National Petroleum Reserve – Alaska

•Estimates for orphaned wells on Federal land range from 15,000-20,000

Contracting Strategies

•Two different multiple award vehicles will serve the support services and plugging and abandonment scope

•Proposed plugging and abandonment vehicle will tentatively be divided by four regional areas

•Alaska is not included in the current vehicle

Scope of Vehicle •Site examination and inventory

•Contaminant sampling and testing

•Site cleanup plan development

•Well bore and well schematics

•Well plugging design

•Completion of all precondition items (e.g. permitting, approvals, agreements, etc.)

•Mobilization and demobilization of equipment, resources and infrastructure

•Removal of solid waste and remediation of contaminants

•Well plugging and abandonment implementation

•Required reclamation activities (e.g.

reseed, recontour, control noxious weeds, etc.)

•Reports and analysis

Required Procedures •The BLM Onshore Oil & Gas Order 2 will apply to all Federal orphaned wells plugged and abandoned

•Additional local requirements may apply and will be included in site-specific scopes

•BIL-funded projects have some extra requirements including groundwater and methane testing before and after plugging

•BLM requirements may include downhole tools or work string for plugging and abandonment

•Reclamation requirements will be included in site-specific scopes

Minimum Requirements •Cement will be the isolating medium for downhole operations unless indicated in a site-specific scope

•Appropriately sized BOPE is required

•Mechanical Integrity Tests will be performed and holes in the casing will be evaluated for remediation

•Timing stipulations may be incorporated into the site-specific scopes

Methane Protocol

• Agencies shall provide quantitative estimates (flux rates) of methane leaks at orphaned wells.

• Quantifying methane emissions from orphaned wells requires specific tools and techniques different from measuring emissions from producing fields.

• The federal agencies developed a protocol that contractors will need to follow. It allows flexibility in technology selection and application but requires that lowest detection limits be no greater than 1g/hr.

• Contractors will need to demonstrate familiarity and competence with managing the challenges that arise from measuring flux rates at orphaned wells, the various types of wells they may encounter, and how to adjust techniques to obtain valid measurements given these conditions.

• Contractors will need to be familiar with all of the reference documents attached to the federal protocol prior to initiating field work.

Methane Protocol (cont.)

The contractor shall test for multiple types of methane leaks from orphaned wells, as appropriate for each wellsite. Methane leaks may occur at:

1. The open wellbore only;

2. The open wellbore & soils* around the wellbore due to subsurface fractures in the wellbore;

3. Valves, connections, cracks at the well head or other infrastructure associated with the well;

4. The soil* instead of the well head; or

5. Any existing facilities at or on the wellsite.

Contractor will need to follow the data collection and reporting requirements.

*Quantitative methane flux measurements from soil may not be obtainable in every situation, contractor shall describe the process used to screen for, measure, or decide not to measure methane emissions from soil.

Factors Under Consideration

The Government is seeking to gain insight into various areas as a result of

Industry Days and market research:

• Socioeconomic set-aside

• Capabilities of vendors especially in regard to the methane emissions scope

Subcontracting requirements will differ depending on strategy:

• If unrestricted, large businesses will be required to complete a subcontracting plan

• If a socioeconomic set-aside is selected, limitations on subcontracting for small business entities will apply (15% for construction)

Anticipated Contracting Components

Proposal period will be at least 30 calendar days

Pricing will be based on key labor categories and dry equipment rates that will be provided in the solicitation

Reasonable page limitations will be provided (with the exception of past performance and resumes)

Consideration of an advisory downselect and/or phased process in the solicitation to reduce burden on industry

Specific evaluation factors have not yet been finalized but a tradeoff approach will most likely be utilized

The estimated amount for each award is $150M under NAICS code 213112

A targeted award pool quantity may be provided in the solicitation (e.g. 5 contracts per pool)
