Questions and Answers #1

1) Q: Given the NTP issuance time frame and the rising inflation/construction/fuel costs it can be reasonably expected that there will be cost escalations, how are these to be accounted for or recouped?

A: There are no Economic Price Adjustment clauses included in the solicitation. The clause 52.211-10 Commencement, Prosecution, and Completion of Work has been updated, please see the Attachment 2 to Amendment 0001

2) Q: Is there any specific required qualifications for the Site Safety or QCM?

A: No specific requirements. Site Safety and QCM shall be capable of performing duties and knowledgeable of all regulations and laws pertaining to the work to be performed. Proof needs to be provided through the form of a resume or past performance.

3) Q: The bid documents state that the project supervision can perform multiple duties, what are the limitations on this? For example, can the QC Manager also be Site Safety or can the Superintendent triple hat also as QC and Safety?

A: There are no limitations if the project is fully covered. The superintendent can perform the QC and Safety duties if they can prove they have experience performing these duties which could include past performances. If superintendent is not on job site, contractor is responsible for having someone be an alternate to perform these duties.

4) Q: What are the liquidated damages (if any)?

A: There are no liquidated damages included in the solicitation.

5) Q: Can the QC Manager position be subcontracted out or do they have to be an employee of the prime contractor?

A: QC Manager can be subcontracted out if contractor wants to do that. Qualifications of QC manager will need to be provided to prove they can perform duties. The quality control testing which includes, but not limited to, compaction testing and material testing will need to be from a third party as stated in the specifications.

6) Q: The project specifications call for a MAG ¾” mix but with a PG 64-22 oil. This oil is not normally used in this climate, it is too brittle and therefore not typically used. The MAG mixes used are designed with the PG 70-10. Is that an acceptable substitution?

A: PG 70-10 oil is acceptable to be used.
