About this file

This document contains questions and answers related to a federal contract solicitation for the Three Peaks Special Recreation Management Area redevelopment project. The solicitation involves relocating and installing three vault toilets on site, demolishing and disposing of one vault toilet, rehabilitating gravel surfaces including scarifying and reseeding, constructing a 12' x 40' shade shelter, installing treated wood fencing to match the existing fencing, and developing a disc golf trailhead which may involve rock removal. Bidders should expect potential supply chain issues for shelter materials to be addressed per the default clause. The Bureau of Land Management will pump the vault toilets prior to relocation and is responsible for reseeding rehabilitated areas.

Questions and Answers #1 17 August 2021

1) Q: What happens if the awardee is unable to procure the shade shelter due to supply chain issues? Lead times could be long due to current market conditions.

A: The government acknowledges this possibility, and the awardee should notify the contracting officer in accordance with the terms of the default clause, FAR 52.249-10.

The government will address supply chain issues in accordance with the terms of the clause on a case-by-case situation.

2) Q: Will the contractor be required to provide new vault toilets as part of the project?

A: No, Sheet C102 and C108 have been changed to correct the note stating “new cxt.”

The contractor will be relocating 2 vault toilets from on site and transporting 1 vault toilet located in Kanab, UT and installing that on site for a total of 3 vault toilet relocations.

One existing vault toilet will be demolished and disposed of. Vault toilet specifications, weights and manufacture recommendations can be found at cxtinc.com. The contractor shall remove the old butyl/mastic tape and reinstall with new contractor provided butyl tape.

i. Rocky Peak Campground; existing CXT Tioga model double vault toilet (relocated within the campground)

ii. Rocky Peak Campground; CXT Tioga model double vault toilet (currently located in Kanab, UT, Contractor to load, haul, unload and install within campground)

iii. Rocky Peak Campground; Romtec CMU block single vault toilet to be demolished and disposed of off-site.)

iv. Mountain Bike Trailhead; existing CXT Gunnison model single vault toilet (relocated within trailhead)

The contractor will demolish the single Romtec Vault Toilet and dispose of it in a legal manner off site. All vault toilets shall be pumped by the BLM prior to relocating/demolishing. Contractor shall give the BLM a 2 week notice to pump vaults.

3) Q: How is the surface rehabbed? What do we do with the gravel?

A: The rehabbed areas require the gravel to be scrapped, it may be stockpiled in the stockpile area shown on the drawings and reused as satisfactory fill per the specifications.

Once the gravel is removed, we require the disturbed/compacted surface to be scarified to a depth of 6”. Grubbed material does not need to be hauled off site and can be spread across rehabbed areas with COR approval. The BLM will reseed the rehabbed areas.

The awardee is responsible for safeguarding the surrounding site in accordance with contract clause, FAR 52.236-9.

4) Q: Bid specifications and section 29/C102 on sheet C505 call out shelter to be 12’ x 40’.

Section A, sheet C505 shows the column centers to be 14’, making the shelter approximately 15’ wide vs. 12’. Which is correct?

A: The drawings and specifications with a shade shelter size of 12x40 is correct. The government has included an updated drawing sheet set with the corrections to sheet C505.

5) Q: What type of wood fencing is required?

A: The intent is to match the existing fencing. Contractor shall provide 6” diameter treated cedar post and 4.5” diameter milled pine lodgepole rails. See detail 18 on sheet C503 for more information.

6) Q: Should we expect bedrock or large boulders at the disc golf trailhead?

A: As indicated by the visible rock outcroppings nearby, the awardee should expect to encounter rock in this area.

7) Q: The existing group shelter has an 8’ 6” clearance from the concrete to the bottom of the structural member (i.e. 8’ 6” of headroom). Is this correct?

A: Refer to the changes made on sheet C505.
